永續觀光發展的原則與方向

摘要

近年國際已出現將「生態保育」與「觀光發展」結合的趨勢，其強調不但不該因觀光發展而過度犧牲資源，還應從觀光的途徑來襄助生態保育的推廣，此即永續觀光發展的內涵，亦是對傳統以經濟利益與市場需求為主之發展的反省。類似此概念所出現的名詞包括「綠色觀光」、「低衝擊觀光」、「責任觀光」、「生態觀光」等。先進國家已陸續將永續觀光發展的概念運用在觀光發展，相關研究亦早在二十年前出現。近年國內亦有學者提出類似的理念與構想，然並未受到相當的重視與響應，主要是研究證據不足亦缺乏具體的實行步驟與方法，而流於空泛。基於此，本文乃提出永續觀光發展的意涵與趨勢、實行的困難與障礙、五類發展的原則與十五項具體的發展方向，期供國內研究與實務推廣之新視野。

The tourism and recreation industry is increasingly confronted with arguments about its sustainability and compatibility with environmental conservation and community development. Consideration of sustainable tourism development should identify its philosophy, significance, scale, and impacts. Value, political, strategic, and technical obstacles to conduct sustainable tourism also are mentioned in this study. Through reviewing various related literatures, this paper proposes five categories of principles and fifteen directions for the development of sustainable tourism in Taiwan.
