埤塘生態觀光維護站選址研究-以桃園縣觀音鄉為例

摘要


桃園縣有超過3000 口的埤塘,素有千塘縣之稱。隨著永續生態以及觀光休閒受到重視,埤塘已經從灌溉的功能轉變為生態復育以及旅遊休憩。雖然多處觀光示範埤塘已經逐步完成,但缺乏提供觀光客資訊與守護生態居民工作空間的埤塘生態觀光維護站。 如何為散佈於觀音鄉郊區的埤塘選定維護站的位置成為本研究的目的。本研究旨在建立一套運算模式用以規劃埤塘維護站,研究方法是距離做為主要參數的集合涵蓋問題(Set Covering Problem)。數位化的分析資料是以Google Map 為依據。研究成果指出三個埤塘生態觀光維護站平均分布於埤塘區域之中,以達到在服務範圍內,以最少的設施涵蓋所有埤塘的目標。 另在本研究中,提出在建設經費不足下,以交通建設與距離因素,作為建設埤塘生態觀光維護站先後順序之排序結果,依序為草漯村中的L5 候選設施點、上大村中的L11 候選設施點及三和村中的F8 候選設施點。

There are more than three thousands of ponds in Taoyuan County, which gives it the name of "Thousand Pond County". With more and more attention on Sustainable Ecology and Tourism Leisure, the facility of ponds had transferred from irrigation to the restoration of ecology and touristic recreation. As several pond models for Tourism have been completed, there still lack of ecotourism maintenance station of ponds, which can offer information for tourists and the working space of people who aim at protecting the ecology environment. The object of this dissertation is to select the location for Maintenance Stations for those ponds scattered in the suburban of Guanyin Township. This research is aiming at constructing a formula in order to develop a maintenance station of pond by the method of Set Covering Problem, which uses distance as the main parameter. The digitization of analytical data is on the basis of Google Map. After the research, there are three ecotourism maintenance stations of ponds well-distributed in the district of ponds. In other words, this distribution will achieve the goal, i.e. to use the least facilities to cover all ponds within the service scope. In addition to the main thesis of this research, there is another suggestion from this research: Under the premise of insufficient funds of Construction, the sequence of conducting order of ecotourism maintenance stations of ponds could use the transportation and distance as factors. Hence, the sequence will be: L5 candidate facility spot in Caota Village, L11 candidate facility spot in Shangda Village and F8 candidate facility spot in Sanhe Village.
