For a long time, related researches have pointed to "low salary" as the cause of Chinese people's reliance on foreign nurses. However, it is not known that there must be structural factors in the formation of low-paid occupations for care workers. Based on the historical system theory, this study analyzes the fact that my country's basic care services lack jobs and rely on foreign caregivers for a long time, and proves that there is indeed a path dependence phenomenon. At the same time, it will discuss whether the new policy advocated by Long-term Care 2.0 and the New Economic Immigration Law (draft) can become a new key event to solve the problem, or whether it is a move to maintain the status quo, and propose policy amendments.
