誰來照顧 ─從歷史制度論看我國基礎照顧服務人力政策之發展

摘要


長久以來針對國人依賴外籍看護照顧一事,相關研究均直指「低薪」為肇因,殊不知照顧服務員之所以會形成低薪職業必有其結構性要素。 本研究透過歷史制度論就我國基礎照顧服務人力缺工,長期依賴外籍看護一事,進行抽絲剝繭的分析,證明其間確有路徑依賴現象。同時探討長照2.0與新經濟移民法(草案)所主張的新政,是否能成為解決問題的新關鍵事件,抑或是維持現況之舉,並提出政策修正建議。

For a long time, related researches have pointed to "low salary" as the cause of Chinese people's reliance on foreign nurses. However, it is not known that there must be structural factors in the formation of low-paid occupations for care workers. Based on the historical system theory, this study analyzes the fact that my country's basic care services lack jobs and rely on foreign caregivers for a long time, and proves that there is indeed a path dependence phenomenon. At the same time, it will discuss whether the new policy advocated by Long-term Care 2.0 and the New Economic Immigration Law (draft) can become a new key event to solve the problem, or whether it is a move to maintain the status quo, and propose policy amendments.
