本研究目的在於建立農水路生態工程效益評估方法及進行驗證,並於工程規劃、設計提出改善之建議。農水路生態工程效益評估指標系統,主要是以專家問卷AHP層級分析法建立,並以宜蘭縣、花蓮縣、台東縣三個縣市七個水圳實施生態工程建設地點為例進行效益評估指標系統驗證。 結果顯示農水路生態工程效益評估方法於2006-2007年度之圳路、大排適用性良好,除了些許與大尺度區域、時間有關之項目,因本研究現地調查區域為東半部以及執行時間尚短而準確性稍嫌不足外,其餘各項皆可表示現地場址之特性與生態工程之效益。且效益評估權重得分經過現地調查魚類統計資料與IBI指標之驗證,優劣趨勢相符,表示其皆具有一定之代表性與準確性。 效益評估方法評估結果發現七個實施生態工程建設地點皆有助於區域生態網絡及基地生態體系完整度之提昇,而圳路類以台東湧水圳、大排類以宜蘭柯林湧泉圳的生物量、IBI指數、生態效益評估結果最佳,可作為後續其他工程地點選址、規劃設計施工、效益評估之參考點。
The purpose of this program is to set up and verify efficiency assessment method for ecological engineering of hydraulic constructions at agricultural fields, in order to provide useful suggestions for engineering planning and designing improvement. The efficiency assessment index system for ecological engineering of hydraulic constructions at agricultural fields, mainly constructed by Analytic Hierarchy Process (AHP) from expert questionary, is tested and verified by choosing seven irrigation systems based on ecological engineering in Yiland county, Hualien county, and Taitung county as ecological engineering experiment sites. The results show that the method are suitable for irrigation canals and drainage canals during experimental period (year 2006 to 2007), except that there are some indexes that have relations with large scales in region and time are not precise enough due to our experiment area centralizing in the eastern Taiwan and been put into practice for only a short time. Furthermore, the site selection and benefits evaluation system is put to the proof to be representative and accurate by the in-site fish collection data and the IBI index. The result of benefit evaluations indicator system show that the seven location built by ecological engineering will help to distinguish the integration of local ecological network and irrigated ecological systems. The biomass, IBI index and results of ecological efficiency assessment are best of Yongcyuan waterway and in Taitung and Kolin Yongcyuan waterway in Yiland for irrigation canals and drainage canals respectively. Thus, the results can be an reference point of other locations selecting in future, benefit evaluating, design and construction.
