邁進現代化都市的開發步調致使土地資源上急遽成長為水泥叢林,在規模、功能、格局等方面向自然生態地區蔓延,因應都市與郊區的交通運輸需求,道路工程無遠弗屆,都市既成區域地表不透水化,以及道路的非多孔隙鋪面的面積增加,破壞大氣水文與土壤生態之自然循環滲透與淨化機制,而當前全球氣候變遷影響下,臺灣都市街道暴雨逕流衍生都市中種種環境問題,譬如地表水的污染、植生條件的惡化、都市微氣候的改變、都市街道環境噪音的增加、都市公共基盤建設成本的增加、生態系統連結的阻斷等問題產生。水為生命之起源,而都市是生活之基盤,解決都市水處理的問題更顯刻不容緩。 本研究以臺北市民生社區之住宅街道為例,所採行之研究方法為文獻回顧與相關設計技術理論建構與評述、案例分析與實證案例操作,論文內容包含(一) 永續性的生態城市、人本綠色運輸、最佳管理作業(BMP)與街道多孔隙舖面構造、土壤水文與植生媒介特性之文獻回顧與觀念釐清。(二) 國外住宅區街道、服務性質街道及公共設施開放空間之實務案例發展經驗分析歸納。(三)臺北市民生社區實證案例研究之調查與綜合分析(四)研擬民生社區街道空間水循環系統網絡規劃策略。(五)落實街道暴雨逕流管理規劃與生態設計模式。(六)討論和建議。最後期待自然水資源循環之概念能融合地方發展與環境特性,落實綠色街道暴雨逕流管理的創新設計,建構綠色基盤建設之生態城市。
Concrete jungles have dominated modern urban landscape and been sprawled into and changed natural area no matter in scale, function and pattern. In response to transportation demand of and between urban and country areas, road construction are everywhere. Impermeable surface and Non-Porous Pavements block natural water circle, and generate various environmental issues, such as surface water pollution, vegetative aggravation, microclimate change, noise pollution, increase of substrate construction costs, and ecosystem crisis in urban areas. Water is the origin of life, and urban landscape has collected the majority of humans. Water resource management therefore becomes even crucial to human’s future. The research will take the street of a residential district in Min-shin Community of Taipei city as example. The researching strategy will include the review of precedents, the construction and analysis of correlative design technique theory, case studies and Positivism operation. The content of this research include: 1.The review of precedents and to clarify concept about Sustainable eco-city、Humanism Green Transportation、Best Management Practices、Porous Pavements、hydrogeology and botanical characteristic. 2.Introducing the experience of exemplary case and literature review on the theory and conceptual basis of porous pavements, 3.The investigation and synthetical analysis of case studies in Min-shin Community of Taipei city, 4.Organizing the strategies for the street space of hydrogeology network planning in Min-shin Community, 5.To live up to the best management practices of rainstorm runoff and ecological design model , 6.Discussion and Suggestion. Finally, I expect the concept of natural water resource recycle which could integrate local development and environment characteristic, implement the innovative design of the best management practices of rainstorm runoff in the green street, and build Eco-city to be provided with green infrastructure.
