本研究應用資料包絡分析法（Data Envelopment Analysis；DEA），針對台灣地區林務局所轄屬之八個林區管理處，進行森林遊憩經營績效評估。以拓展國家森林生態旅遊計劃預算、參與森林遊樂員工人數為投入項，而產出項為國家森林遊樂區收入、生態旅遊遊客數。本研究結果顯示，在研究期間內，有效率的林區管理處計有四個，無效率的林區管理處共有四個，而無效率之受評估單位的平均效率值為49.27％，其效率上的意義為在現有的產出水準下，平均多使用了50.73％的資源。從敏感度分析結果可以發現，對去除國家森林遊樂區收入的敏感度最高，而對去除參與森林遊樂員工人數的敏感度最低。受到天然災害影響導致受評估單位之整體平均效率值下降。此外，職工員的工作效率優於志工的工作效率。

Abstract

The study adopts the Data Envelopment Analysis（DEA）model to evaluate the operational forest recreation performance of 8 forest district offices in Taiwan. Two types of input variables and two types of output variables were used in this analysis. Annual forest recreation budget and the number of forest recreation employees were used as the input variables. The revenue of the forest recreation area and the number of eco-tourism travelers were used as the output variables. As a result, operations required to improve the forest district offices were suggested. The results of this study are as follows:
During the study period, 4 forest district offices were determined to be efficient and 4 forest district offices were found inefficient. The average efficiency of inefficient forest district offices was 49.27％. They are wasting 50.73％ of their resources under the economic meaning of available output level. The loss of the revenue of the forest recreation area is the highest sensitivity per the results of the sensitivity analysis. The loss of the number of employees is lowest in sensitivity per the results of the sensitivity analysis. Because of the typhoon disaster, the efficiency of forest district offices will decrease. Furthermore, the efficiency of the staff is better than the efficiency of the volunteers.
