The Chinese Communist Party amended the present constitution in 1988, 1993, 1999, and 2004. In Taiwan, there were six rounds of constitutional amendment in the past. By comparing constitution amendment between Taiwan and China to find out the common properties and distinction. In this essay, David Easton’s system theory is adopted as the theme frame. That is, the whole politics activities are viewed as a politics system. Then we are helped to analyze the complicated phenomenon through the dynamic process. In order to precisely compare constitution amendment between Taiwan and China, there are four sections discussed. Firstly, the reason of amending Constitution will be illustrated. Secondly, the procedure of the amendment of constitution will be specified. Thirdly, constitution amendment will be proposed. At last the paper analyses problems in amending our present constitution and try to give some advice on solving them in order to perfect it.
