香港立法會選舉制度對地方政團興起之影響

摘要

自1998年第一屆香港特別行政區立法會直接選舉，改採比例代表制作為選舉方法後，香港的政黨政治生態，跟過去有不一樣的發展。除了有不少採取極端立場的新政黨出現外，同時也有一些以地方經營或以地區立場作為政見主軸，可歸類為「地方政團」的新興政團出現，他們雖然與一般政黨一樣，可能持有其意識型態立場，惟地方議題是他們的主要政見，雖然以往亦曾有不少地方政團的產生，但發展空間不若現在，而地方政團的數目，在香港長期採取比例代表制作為選舉辦法的同時，也日漸增加，香港的地方政治議題，過去並不是受到注目的研究範圍，同時選舉制度對香港政黨生態的影響，亦是在現時就「普選」議題爭論中的香港，應是受到注目的討論，本文將透過現有數據，以及與相關人士的訪談，分析香港現有立法會的選舉制度，對地方政團興起所產生的影響。

The development of political party system has been changed fundamentally since direct election, taken form of proportional representative method, of the Legislative Council was introduced in 1998. Except existence of new-born parties taking radical approach, there are some brand-new "regional parties" which focuses on district issues & interest of local neighbourhood. They may share same ideology of those main-stream parties, they still contribute most of their effort on behalf of regional development.

Although there used to be some local parties with similar natures, they did not have the same ground which is beneficial to the development of their successores. On the other hand, number of regional parties has been increased since proportional representative approach was adopted for long period of time.

Regional political issue was not a hot topic for academic research in Hong Kong. However, as Hong Kong is now on the path towards "universal suffrage", such issues & impact of electoral system to development of political party system should be emphasized. Based on current numerical statistic & interviews to relevant persons, my study will analyse how electoral system of the Legislative Council affects the development of political party system in Hong Kong.
