國營事業企業化經營之研究

A Study on the business operation of Taiwan state-run enterprise

摘要


近年來不管是在政治、經濟、科技、社會文化以及國際上,台灣均面臨著劃時代的變革。推動變革的主要驅力來自全球化以及現代化的科技的突破;全球化促使市場呈現多樣化,而科技的突破則改善了傳統的作業方式。由於環境的快速變動造成了不確定性,企業必須培養創新的動機與能力;資產與設備的充分利用,已不是企業追求成功的要件,如何掌握外部資訊、整合內外部資源以快速回應環境的變化,才是當前企業成功的關鍵。長久以來,國營事業一直因為缺乏競爭對手與環境變化的回應能力而造成經營績效日益下滑,如今全球化與自由化對於國營企業更是一大考驗!如何提升經營效率、企業化經營已成為了國營事業的首要課題。 本研究將透過個案研究的方式來探討國營事業在面對快速變化的環境時採取了何種策略來因應,並且探討國營事業要如何企業化經營?企業化經營的國營事業是否可以創造更大的價值?各個國營企業是否對企業化經營有所期許? 本研究主要探討國營企業經營現況及其企業化經營之方針;為求研究結論切實可行,各國營企業及相關政府機構意見之收集顯得極為重要。本研究先透過文獻探討國內外國公營事業企業化經營以及管理理論之文獻;接著根據文獻的探討,及國內外國公營企業化經營的經驗,設計一份國營事業企業化經營研究之開放性問卷;研究問卷的發放對象包括:中華電信公司、中華郵政公司、中國石油公司、台灣菸酒公司、台灣電力公司、台灣糖業公司、自來水公司等國營企業,根據答覆內容,研擬第二次問卷,並再度發送問卷;將各國營事業的意見彙整後,交由國營會及財政部公股股權管理小組表示意見,最後再綜合專家意見、企業意見與研究結果,並提出國營事業企業化經營之研究結論。

In the recent years, Taiwan faces epoch-making transforms, no matter where they are in politics, economics, technology, society and international environments. The major drivers of these transforms are from globalization and modernization of technology. Globalization impels the market to diversify, and breakthrough in technology improves traditional operation. Owing to the uncertainty from rapid changes in the environment, industries have to develop the motive and ability of innovation. The full utilization of assets and equipments is not the important condition for industries to pursue success, but such things as control outside information, integrate resources outsides and insides, and respond quickly to environmental changes, are really the key success factors for industries. In the long time, state enterprises constantly lack competitors and the ability of responding to changes in environment, resulting in increasingly gliding of operation performance. Nowadays, globalization and liberalization are the bigger challenges for state enterprises. Therefore, how to improve operation efficiency and implement business operation is becoming the major task for state enterprises. This study explores what strategy state enterprises adopt to respond in the face of rapid-change environment, how they implement business operation, whether they can create more value after fulfilling business operation, and what expectation they have in business operation, through the research method of case study. This study mainly examines the current operation situation of state enterprises and their principals of business operation. It seems very important to collect opinions from state enterprises and related government institutions for getting a workable and realistic research conclusion. The study first inquires into the experiences of domestic and foreign privatization, and management literature; then, by the literature review and these privatization experiences, the study designs an open questionnaire for the privatization research of stated-owned enterprises in Taiwan. The questionnaire objectives includes: Chunghwa Telecom Co., Chunghwa Post Co., Chinese Petroleum Corp., Taiwan Tobacco & Liquor Corp., Taipower Co., Taiwan Sugar Corp., Taiwan Water Corp., and so on state enterprises. According to their questionnaire answers, the study drafts the second version of research questionnaire, transmitting it again to these state enterprises, and gathers their opinions for delivering to State-owned Enterprise Commission and Finance Department. Finally, after synthesizing experts opinions, industries opinions, and research results, the study puts forward the research conclusion of privatization of state enterprises in Taiwan.
