營建業行動E化系統研發與導入之研究

中文摘要 營建工程執行過程的生命週期(life cycle)中,由於工程規模大且工程生命週期長,因此所產生及所需要的工程資訊繁多,其工項、種類、數量均十分龐大且複雜,加上營建經費大,各工項專業分工細且介面多,為求工程的執行順利,營建管理往往需與其參與成員做頻繁的資訊交換傳遞與溝通,所以行動e化管理在營建產業已是現今科技與必然的趨勢。 本研究針對在營建過程中,工程查驗之項目的增加與落實是品質提升的關鍵,但BP(Best Practice典範實務)的查驗模式需要相當的額外人力投入,然而在查驗的簽核表單彙整過程中,許多時間浪費在反覆的剪貼與編輯,這些反覆的剪貼與編輯工作應可透過行動e化管理加以消除,進而避免人力成本的增加,讓工程師能在工地多做些走動管理,落實BP所要求的現場管理及查核等作業,以提升工程施工品質。因此,品質查驗e化非「為e化而e化」,真正的理念在於流程之自動化,亦非當下網路世界省略人際溝通之機會,而是強化「資訊共通平台」,以提昇作業品質與效率。 營建施工品質追蹤管理是各工項的品質管理重點,如同施工主管的品管SOP,並且是執行管理工具(包含議題/問題追蹤回報結案)。但往往現場施工問題發生時,只能在筆記本上紀錄,待回到辦公室時,才能進行報表填寫或查詢相關資料。造成時間的延誤,錯失了緊急處置的第一時間。本研究亦將探討如何透過行動e化管理,提供工地主管查詢、追蹤、跟催、統計等便利行動工具。期能以電子化的文件資料實現工程資訊共享利用的價值,並將營建專案執行過程專屬知識迅速且完整的透過營建專案管理系統平台保存下來,經過有效的分析與回饋及傳遞與再利用,增加企業的競爭力及提高管理效率。

Abstract Due to the large-scale and long life cycle of construction projects, the work item type and quantity are large and complex. A large number of engineering information is required and generated during construction process. For the sake of the smooth implementation of the project, frequent transfer of information exchange and communication is necessary, the mobile e-management has become current tendency in construction industry. The increase and implementation of inspection works are the keys to improve the project quality. Especially, the inspections requested in the Best Practice model need more considerable manpower. However, during inspection process, it needs a lot of time in repeated editing data for aggregating inspection forms and getting approval. This study focus on using of e-management system to reduce editorial work repeatedly, thereby reducing labor costs. The application of this e-management system is to increase the site inspections to meet the BP requirements of the site management, it can improve the overall quality of construction and more. The idea of electronic is to automate processes, not to omit interpersonal communication, but to strengthen the "Information common platform" to enhance operational quality and efficiency. The quality tracking management is one of the key points of quality management (Including issues/questions tracking and close) In the past, when site construction problems occur, the related information was recorded in a booklet by site staff on the spot , then filled in the form and inquire the relevant information after staff back to the office. This often causes delays, and missed emergency disposal at the first timing. In view of this, the study also focus on how to provide project staff immediate checks, tracking, follow-up and statistics via mobile e-management system. The e-management system does not only provide the information sharing platform, but also preserve the information during construction period completely. The preserved information can be effectively analyzed and feedback to improve management efficiency and thus increase the competitiveness of enterprises.
