我國提升公務人員英語能力政策成效認知之研究-以教育部為例

摘要


本論文的研究目的:在瞭解我國提升公務人員英語能力政策規劃過程、分析政策執行成效及根據研究結果提出建議。以人力資源管理、成人學習、激勵制度等三理論基礎,來分析我國政府提升公務人員英語能力政策,並以教育部為個案研究,輔於問卷調查實證結果及深度訪談資料探討。分析個人屬性不同的公務人員對於提升公務人員英語能力政策就人力資源管理、成人學習動機、激勵制度三大衡量構面及各項子面向的差異性;同時探討人力資源管理、成人學習動機及激勵制度三面向之間的相關性,俾綜合探討公務人員對於提升英語能力政策之評價、參與英語學習動機及對英語學習之認知情形,感受到誘因機制的激勵程度與效果,達成英語能力提升之成效等。 我國提升公務人員英語能力政策推行之後,正負面評價皆有,行政院自九十二年起訂定諸多提升公務人員英語能力之相關措施,請各機關參考辦理。教育部在執行成效上,透過不斷地要求,確實讓整個組織內部成員幾乎都知道現在政府正在推動這項政策,形塑一股組織學習英語的風氣。同時在這樣的組織氣候下,引發員工去思考、去學習英文,俾提升整體英語能力,提高整體英語素養。本研究之發現如下:我國提升公務人員英語能力政策係採取由上而下的執行模式,公務人員對於提升英語能力政策在人力資源管理運用之評價抱持普遍認同的態度,新進人員的培育較現職人員重要、公務人員學習英語動機之強度依序為自我成長、職業進展及外界期望,公務人員對於機關的激勵機制評價依序為獎酬制度、訓練成長及表揚制度等。

The objective of this study is to understand the planning process of the government’s policy on enhancing the English proficiency of civil servants, analyze the policy implementation performance, and propose recommendations pursuant to the study findings. An analysis of the government’s policy on enhancing the English proficiency of civil servants was conducted based on the following three theories: human resource management, adult learning, and the motivation system. Moreover, a case study was conducted on the Ministry of Education, and a questionnaire survey and in-depth interview were carried out to gather empirical results and data that would supplement this study. The procedure analyzed the differences between the three major aspects (namely human resource management, adult learning motivation, and the motivation system) and various sub-aspects of the civil servants with different individual characteristics in terms of the government’s policy on enhancing the English proficiency. At the same time, the study delved into the correlation among human resource management, adult learning motivation, and motivation system. A comprehensive evaluation was thereafter conducted to understand how the civil servants regard the English proficiency enhancement policy, the underlying motives and their perception of the English learning, as well as the degree of their acceptance of the incentive system and the effects of which on the achievement of the English proficiency enhancement. The implementation of the government’s policy on enhancing the English proficiency of civil servants raised positive and negative feedbacks on the program. The Executive Yuan has promulgated a number of related measures for the enhancement of the civil servants’ English proficiency since year 2003, and forwarded the measures to the respective agencies for reference and implementation. In the implementation of these programs, the Ministry of Education, through continuous demands, saw to the proper dissemination of information regarding the current policy under implementation to every member of the various departments and agencies of the ministry. The campaign raised a trend for the organizational learning of English. Under this organizational atmosphere, many government employees began to contemplate the idea of learning English and actually took lessons, thereby fostering an upgrade in the overall English proficiency of the government organization. The study obtained the following findings: The government’s policy on enhancing the English proficiency of civil servants was implemented under a top-to-down model. The civil servants generally agree with the application of the English proficiency enhancement policy in the human resource management. Cultivation of the language skill is more important among new civil servants than among incumbent civil servants. Moreover, the intensity of the drive of civil servants for learning English, by order of significance, is motivated by self-development, career advancement, and social expectations. On the other hand, the civil servants value the following government motivational mechanisms: by order of significance, the reward system, the training & growth, and the commendation system.
