運用有效認證制度於台灣食品產業之研究

摘要


現今的食品產業,因科技、經濟、國際貿易的蓬勃發展,供應鏈的組成與交易複雜度上升,食品從製造到送至消費者手中的途中,可能涉及於國內外不同加工廠的製造流程、或使用多種添加物提升食品口感或風味。供應鏈上涉及的層級越多,若無進行資訊整合,資訊斷層的情況相當普遍,一些攸關大眾健康的潛在風險也潛藏食品產品中。   台灣近年來食品安全事件頻發,本研究歸納其成因主要為產品、資訊與政策三面向,並聚焦於資訊面與產品層面最大宗的食品添加物之傪偽事件做討論。台灣目前廣為使用的食品品質管理制度,如ISO 22000、HACCP或各種食品認證標章,多屬於食安事件發生前之事先防範,然每當食安事件發生後,政府均須花上許多時間,透過核對帳目、進出口紀錄等找出確切受影響之產品範圍與企業範圍,耗時的作業流程不但讓社會民心惶惶,更使得違法企業有機可趁,消滅證據。   本研究旨在探討美商鄧白氏的環球編碼系統與企業認證制度如何應用至現今台灣的食品安全環境:其可釐清企業的族系樹關聯,建立起事後究責之完整資料庫,並確保供應鏈上之企業皆為合法營運,補足台灣現今多只使用事前防範品質管理系統之缺失。另外,此制度也可透過商業資料庫建立風險評估模型,協助政府在稽核資源有限的情形下,優先稽核風險較高之企業,強化食安事前防範措施。本研究結果可作為政府制定食品安全政策與資訊系統之參考,儘管在研究限制的情形下使解決方案有待補強,本研究仍可作為未來研究之基礎。

In today's food industry, due to the flourishing of science and technology, economy, and international trade, the composition of the supply chain and the complexity of the transaction rise, on the way of delivering foodstuffs from the manufacturer side to consumers, the manufacturing processes of different plants at home and abroad may be involved or a variety of additives may be used to increase food taste or flavor. With the increasing levels involved on the supply chain, if information integration cannot be carried out, the situation of information lack is quite common and some potential risks related to public health are also hidden in food products. In recent years, there have been frequent food safety incidents in Taiwan. In this study, the causes were summarized and mainly classified into three dimensions, of products, information, and policy; besides, we focused on the information dimension and the adulteration of food additives in the product dimension for discussion. The food quality management systems currently widely used in Taiwan such as ISO 22000, HACCP, or various food certification standards or practices mostly belong to the prior prevention before food safety events occur. However, whenever the food security events occur, the government needs to spend a lot of time finding out the exactly affected product and enterprise ranges by checking accounts, import and export records, and other measures so that the time-consuming processes not only make the general public feel disturbed but also make the illegal companies have the opportunity to eliminate evidence. This study aims to investigate how the D-U-N-S® Number and the D-U-N-S® Registered™ of the Dun & Bradstreet are applied in today's food safety environment in Taiwan, clarifying the association of the family tree of the enterprise to establish the complete database of responsibility attribution after the food security event, ensure that the enterprises in the supply chain operate lawfully, and compensate for the absence that only the quality management systems of prior prevention are used in Taiwan nowadays. Additionally, in the system, the risk assessment model can be established through the business database to assist the government in taking precedence on auditing the enterprise with higher risks under the circumstances that the audit resources are limited to strengthen the beforehand preventive measures for food safety. The results of this study can be the reference when the government develops the food safety policies and information systems. Although research restrictions exist so that the solutions need to be reinforced, this study can still be the foundation for future research.
