Recently, the rapid development of the internet and social media have changed international politics in many aspects. Among them, the power of social media not only strengthened the capability of international communication, improved the propagation rate of mass information, but also the existing model of foreign policy. Since the United States has long been in the leading position in public diplomacy; hence, this thesis mainly focus on the ‘New Public Diplomacy’ of the United States after 2008. The main purpose of this thesis is to explore, how the Obama Administration enhance the comprehensive system of public diplomacy after the cold war by leveraging the power of technology and internet. And how the administration strengthen its new public diplomacy by the adjustment of its organizations, the introduction of related bills and technological media. Lastly, with the case of how the United States Embassy and Consulates operate their official accounts of Sina Weibo, to examine the real diplomatic functions of new public diplomacy.
