台灣東部水資源永續之研究

The study of Sustainable Water Resources in Eastern Taiwan

摘要


台灣東部因自然地理環境影響,不宜建構大型水庫來儲蓄水資源,故蓄水設施多為攔河堰等小型蓄水設施,加上近年來氣候變遷造成河川豐枯水年逕流量差異甚大,未來可能使農業耕種時期越來越不穩定,造成蘭陽平原、及花東縱谷平原產生農業休耕等相關問題,並且根據東部各產業及觀光業之興起,都將造成東部水資源巨大之衝擊。 本研究主要設立於不抽取地下水及涵養地下水兩種情境下於建構新興水資源指標下配置為六種方案,並將六種方案中所提之需水量與各種現有及新興水資源設施所提之供水量相較比對,可否滿足整體供需水,計算其所耗資之最小費用。 新興攔河堰之建造為後續必要之推動政策,自來水管之汰舊換新也必須加強其汰換速度,並開發新興水源與現有供水措施相輔相成,其比照各種方案之優劣及遠觀台灣水資源之走向,並依據東京都地下水庫保水,台灣東部以第五方案為最佳策略,維持涵養地下水之條件下,並以增進農產值及壓低其耗資之造水成本為本研究最佳方案。並期望我國仿效他國之技術以降低各新興水資源產業單位造水成本,希冀於各極端氣候衝擊下,臺灣東部水資源供需仍可擁有自給自足之能力。

By the impact of natural and geographical environment in the Eastern Taiwan,not suitable for be the establishment of large reservoirs to water resources, therefore, most of the water storage facilities for the Weir and other small water storage facilities. Especially, climate change caused by the river in dry year and wet year runoff varies greatly. Because of during the farming increasingly unstable, resulting in the Lanyang Plain, the East Rift Valley Plain agricultural fallow and other related issues,and the rise of the industrial and tourism industry. This will be solved the water resource of Eastern Taiwan. In this study, set up two scenarios in the extraction of groundwater and conservation of groundwater. And to construct the indicators of emerging water resources are classified into the six program, and compare the water supply indicators and water demand indicators. It was to meet the overall supply and demand of water and calculate the minimum cost. Promote the construction of the new weir in the future, and accelerate the replacement of water pipe. And the development of the emerging water with existing water supply measures complement each. Furthermore, Finally, a comparison of the pros and cons of various options and a distance of Taiwan's water direction.According to the Tokyo Metropolitan underground reservoirs, water storage case. In Eastern Taiwan, the fifth program is the best case. To maintain the condition of conservation of underground water and to enhance agricultural output value and drive down the cost of the build cost of water-based on the best programs. Furthermore, NEWater desalination plant and we follow the example of other countries’s technical resources to achieve sustainable hope that water resources can be achieve self-sufficiency in Eastern Taiwan .
