職業災害是一項重要且可預防的職業安全與健康議題,勞動檢查則是政府用來減少或減輕職業災害的重要工具。然而,就本研究所知,現有職業災害相關研究多半聚焦於職業災害的預防,及後續復原返回職場工作的情形,有關勞動檢查與職業災害成本的研究卻相對稀少。 有鑑於此,本研究專注於探討勞動檢查是否能降低職業災害所花費的成本。本研究利用102-105年新北市政府勞動檢查處內部資料做為研究資料,以105年勞動部所公布之勞動檢查年報,作為職業災害計算成本的依據,並利用迴歸分析模型、類神經網路模型、決策樹,以及貝氏分類器分析、並預測職業災害成本。 初步結果發現,基於本研究所使用的390筆資料以及不同分析工具,勞動檢查對於職業災害成本並無顯著性的影響,但大體說來,各個分析模型及分類器的結果都呈現,勞動檢查的實施、能夠降低職業災害的程度。
There have been many occupational accident related literatures, and most of them focused on the prevention and subsequent recovery of occupational accident. However, labor inspection, another important topic of occupational accident did not receive enough attention in existing studies. In this study, we focuse on the relationship between occupational accident cost and labor inspection. We used a dataset, which is an internal dataset coming from the Labor Inspection Office of New Taipei City Government and consists of related data from 2013 to 2016, as our research dataset. Refering to the occupational accident cost, the labor inspection annual report published by the Ministry of Labor in 2016 is used as the basis for calculating the cost of occupational disasters. Besides, regression analysis, neural network model, decision tree, and Bayesian classifier were used to analze and predict the occupational accident cost. Based on the 390 cases and the analysis results in this study, the labor inspection has no significant impact on the cost of occupational accident. However, most of the results agree with that the implementation of labor inspection can reduce the degree of occupational accident.
