產險核保績效評量指標之研究

摘要

核保之於保險公司而言，是危險控管之第一道關卡，核保部門更是保險公司內部重要單位。針對核保缺失應定期檢討，但國內尚無一套完整核保績效考核機制，在期末考核時，難能發掘核保真正問題所在。本文旨在探討核保之重要性，並擬定數十項相關評量指標，考慮質性與量性雙重因素，建構一套核保績效評量考核機制，期使保險公司能利用該考核機制，並將結果公開於社會大眾，以利保險消費者作為投保財產保險之參酌。
本文首先利用文獻歸納法，將國內外有關核保之意義，略微整理並加以論述，並探討核保與產險經營及經營政策之關係；其次，就核保相關因素，研擬十三項量性核保績效指標，以及四項質性核保績效評量指標，並說明各項指標所含之意義；最後使用個案分析法，模擬保險公司實際使用該核保績效評量指標之情境，並將結果作分析比較，使保險公司能更明瞭核保績效評量之運用。

For insurance companies, underwriting is the first stage to control the risk and it is also the most important department in insurance companies. Results of underwriting should be examined on a regular basis. But, there is no a complete underwriting performance inspection in Taiwan so that insurer hard to find the problems of underwriting. This thesis is focused on the importance of underwriting and makes some performance indicators, expecting insurers can use the methods and to make public the results and benefit to the consumers when they choose their property insurance.
At first, this thesis used the survey of the related reference papers, the summary of underwriting and probes into the relationship between non-life insurance management and underwriting policy. Second, make thirteen quantitative and four qualitative indicators. Final, analyze the simulated results.
