老人安養機構公私協力經營之探討:以公設民營為例

摘要


隨著政府職能的改變,減少政府公務人力,而引進民間企業的活力和專業創新的能力,委外經營管理成為政府推動各項為民服務業務的主要策略,為了配合政府積極推動委外辦理公設民營的政策,結合民間資源共同推動老人福利服務工作,本研究係以台灣地區公設民營老人安養機構為研究範圍,藉由委外經營、公私協力理論分析老人安養護機構公設民營現況、探討老人安養護機構的特性、老人安養護機構設置之趨勢,以作為政府政策及安養機構經營參考之方向。本文主要是對台灣地區公設民營之安養護機構協力經營,台灣地區公設民營的老人安養機構有十一家,本研究以質化方式進行訪談,總共訪談七家老人安養護機構負責人,佔7/11,超過半數。綜合質化分析,主要研究發現如下: 一、公務人員有惰性、不積極之惡息,讓人詬病。 二、部份主管職缺屬於政治酬庸,導致非以專業為傾向。 三、沒有創新、不積極,導致收容量客人流失越來越多,所以效率這方面還是委託公設民營比較公辦公營可行,畢竟公辦公營少了競爭性與積極性。 四、資源要集中運用,分散就不易有良好績效。 根據本研究相關分析結果,本文提出幾項重要建議(一)建立有效的監督機制與評鑑規範。(二)與公部門合作最重要的就是議預,合約的議訂,沒有訂好合約後面的事情就很難推動。(三)委託單位無法做到讓受託單位相信。 五、減化補助繁雜流程。

With the changing of government functions, downsizing of government manpower, and introducing the vitality and professional innovation of the private sector, it has become the key strategy of the government to outsource the management issue in its effort to serve the citizen. In order to cope with the government policy of government-owned-and-contractor-operated outsourcing, together with using resources of the private sector for the implementation of senior citizen welfare, the range of this study covers government-owned and contractor-operated senior citizen nursing institutes in Taiwan. Through the theory of “outsourcing” and “cooperation between government and contractor”, this study analyzes the current status of government-owned-and-contractor-operated senior citizen nursing institutes, explores the features of senior citizen nursing institutes as well as trends of establishing senior citizen nursing institutes for the purpose of providing referential data to the government for its policy implementation and management of nursing institutes. There are eleven government-owned-and-contractor-operated senior citizen nursing institutes in Taiwan, among them, seven have been interviewed and documented in the process of completing this study. The overall analysis after the interview have produced the following conclusions: 1.The idleness and inactiveness of public servants have long been widely criticized. 2.A few assignments of director-level positions are results of political considerations, which leads to non-professional management. 3.The lack of creativity, inactiveness lead to increasing loss of customers of the nursing institutes. This indicates that government-owned-and-contractor-operated nursing institutes are more efficient than those that are both owned and operated by government. After all, the later has less competitively and activeness. 4.Concentrated use resources is vital. Non-concentrated use of resources makes it hard to achieve good performance Based on the results of the analysis study, several suggestions are hereby made: (1)Establishment of effective supervision mechanism and evaluation regulations. (2)The most difficult part of cooperating with the government is the signing of contracts. Not completing this part makes the following procedure hard to continue. (3)Clients can not be trusted by contractors. 5.Simplify the complicated procedure of providing subsidy.
