一帶一路戰略下中國推動夥伴關係之研究

冷戰結束後，中國建立對外夥伴關係是其基本外交戰略的選擇。當前中國已與世界上許多國家和主要區域合作組織建立了不同形式與層次的夥伴關係框架，主要是依循其不結盟的原則下進行的，並已成為其外交戰略的特點。同樣的，中國於2013年所提出「一帶一路」倡議，更具體在國際間可以展現其獨立自主與和平的重要外交政策。本文論述中國的夥伴關係外交為其推動「一帶一路」倡議提供重要的合作基礎，而「一帶一路」倡議也提升其對外夥伴關係邁向新的合作層次。雖然中國「一帶一路」倡議和對外夥伴關係的建立，各在不同時期形成，但在新時代卻有其相互對應的特質；二者在國家選擇、佈局方向、建設目標等方面都有極高的相似度，而這種耦合也為彼此提供了互補互助的空間。本論文主要以中國外交的夥伴關係戰略作為研究的主題，在研究中將時間段界定為中國2013年提出「一帶一路」倡議為起點。在此背景下，嘗試針對中國對外夥伴關係進行全面系統的分析和研究，研析其一帶一戰略下推動中國對外夥伴關係的特點、類別、理論基礎、現狀及落實的具體情況及所面臨的困難與挑戰和發展前景。

Since the end of the Cold War, the partnership diplomacy has been Chna’s basic foreign strategy. At present, China has established partnership frameworks of different forms and levels with many countries and major regional cooperation organizations in the world, mainly under the principle of non-alignment, and has become a feature of its diplomatic strategy. Similarly, the Belt and Road Initiative proposed by China in 2013, more specifically, can demonstrate its important foreign policy of independence and peace in the world. This article discusses that China’s partnership diplomacy provides an important basis for cooperation in promoting the 「Belt and Road「 initiative, and the 「Belt and Road「 initiative also elevates its external partnership to a new level of cooperation. Although China's 「Belt and Road「 initiative and the establishment of foreign partnerships have been formed in different periods, they have their corresponding characteristics in the new era；both have remarkably highsimilarities in terms of country selection, layout direction, and construction goals Similarity, and this coupling also provides a space for mutual complementarity. This paper mainly takes the partnership strategy of Chinese diplomacy as the research theme, and defines the time period as the starting point of China's Belt and Road Initiative in 2013. Under this background, try to conduct a comprehensive and systematic analysis and research on China’s external partnership, and analyze the characteristics, categories, theoretical basis, current situation, and specific conditions and difficulties faced by China’s Belt and Road Initiative to promote China’s external partnership with challenges and development prospects.
