建構美中戰略競逐下台日海洋安全集體身分之研究

Constructing Collective Identity of Mari-time Security between Taiwan and Japan under the Strategic Competition between the US and China

摘要

Alexander Wendt 的建構主義集體身份，藉由國際體系中行為者之身份給定，形成行為體間彼此有意義互動之基礎；藉由身份之給定，國家間具有理性判斷與預測之標準。集體身分之各項指標，判定行為體間是否可能形成在國際無政府體系下之「集體身份」，而本文藉由各項指標檢證台灣與日本間，在美中戰略競逐的國際戰略環境下，足以藉由Wendt建構主義集體身份之指標互動，進而形成「集體身份」，進而依此集體身份成為雙方在國際體系上互動之基準。此外，在當前戰略環境下，台日面臨中國強權的崛起，就海上安全層面上，亦應形成有意義之互動與集體身份，方能形成足以應對與抗衡之力量。
藉由Wendt建構主義集體身份，台日間已具備足夠之客觀指標內涵足以形成集體身份，惟當前仍取決於政治菁英間的行為方能完成此過程。在海洋安全議題上，亦須藉由互動與建構過程，形成有利於雙方的安全環境以期抗衡外在的威脅。

After taking office in 2017, US President Donald Trump initiated a series of strategic adjustments, mainly seeing China as the top primary of strategic competition. However, as early as 2012, Shinzo Abe noticed the possible crises and challenges brought about by the rise of China, proposing relevant strategic policies for prevention.
The ocean has been the core strategic goal of Chinese President Xi Jinping's external expansion after being inaugurated as CCP Gen-eral Secretary. Amending relative laws and regulations and using the navy, police, and militia, Xi takes them as tools to challenge the sovereignty of neighbouring countries in disputed waters. Taiwan and Japan are on the very front line against the coercing by China in the West Pacific, and China has been threatening Taiwan by force for a long.
The Constructivism raised by Alexander Wendt offers "identity identification" in IR anarchism to construct "collective identity" under four indicators. Through the indicators, Taiwan and Japan could construct a collective identity to maintain maritime security and peace in the region altogether.
