分析中國大陸多邊開發銀行金援「一帶一路」戰略所面臨之挑戰
Challenges that China’s MDBs Encounter in Supporting OBOR Strategy
摘要
2013年，中國國家主席習近平及總理李克強在不同場合先後提出籌建亞洲基礎設施投資銀行（Asian Infrastructure Investment Bank縮寫為AIIB）的戰略構想，其目的在於為亞洲地區相對落後國家的國內基礎設施建設提供更多的資金援助，以促進亞洲國家的經濟發展。對中國來說，亞投行的成立有著重大的戰略意義，這表明中國正在試圖通過自己的方式在世界範圍內尋求更多的金融話語權。隨著「一帶一路」戰略的持續深化，其發展需要更大力度的政府合作、政策支持以及金融機構和資本的支持，而亞投行的成立能夠對「一帶一路」戰略實施提供可靠的資金支援，能有效發揮其對「一帶一路」的金融扶持作用。但是，在亞投行未來業務的具體開展中，還存在有很多的風險和不確定性。因此本文的研究目的將對亞投行成立背景、籌備歷程等內容進行介紹，並與世界現有的主要金融機構進行對比，最後對亞投行的戰略意義及其發展前景提出一些思考，包括其所面臨的挑戰、發展趨勢及後續發展建議，進而針對亞投行為首之多邊開發銀行以成功優勢、挑戰劣勢及我國應處作為等三個面向，做出最後總結性的評論。

In 2013, Chinese President Xi Jinping and Prime Minister Li Keqiang on different occasions have proposed to build the Asian Infrastructure Investment Bank(AIIB), which aims to provide more financial assistance to domestic infrastructure in relatively backward countries in Asia to promote economic development in Asian countries. For China, the establishment of AIIB has a significant strategic significance, which shows that China is trying to through their own way in the world to seek more financial discourse. With the deepening of the "OBOR" strategy, its development requires greater government cooperation, policy support and financial institutions and capital support, and the establishment of AIIB can provide reliable financial support for the implementation of the "OBOR" financial support role. However, there are a lot of risks and uncertainties in the future development of AIIB's future business. Therefore, the purpose of this paper will be to introduce the background and preparation process of the AIIB, and compare it with the major financial institutions in the world. Finally, the author puts forward some thoughts on the strategic significance and development prospect of the AIIB, Challenges, development trends and follow-up development proposals, and then for the AIIB led by the multilateral development banks to success advantage, challenge weaknesses and Taiwan should be as three for the final summary of the comments.
