With the social structures of rapid aging and population aging, elderly dementia has also increased significantly. Social costs arising from caring for elderly with dementia are bound to heavily burden young adults. Because early symptoms of dementia are often ignored, the general public often overlooks issues related to care of elderly with mild dementia. The most worrying part is elders easily get lost due to their wandering behavior. On the other hand, due to rapid social changes and growing complexity of the environment, coupled with changes in social structure and family pattern, parents often ignore childcare as a result of their busy lifestyle. This in turn exposes children to a hidden safety crisis. Despite the gradual prevalence of elderly with dementia and children tracking devices, their practical uses are still inadequate. Most of related devices only periodically update locations through the system server. When a relative or friend sends a tracking request, the system will only reply with updates on the position of the time of the last tracked end. In view of this problem, automatic update processes were put forth in this stud to enable the tracked end to directly use Push-Pull-Operation to send a request to the tracked end for track updates, requesting the tracked end to position and send it to the tracking end. This will enable the tracking end to obtain real-time and correct position of the tracked end. In order to assist the above-mentioned in actively updating processes, GPS, 3G positioning signals, and base station information were proposed in this study to serve as a basis for detection. At the tracked end, virtual fence detection function is provided. Through the virtual fence framework with time parameters, the analysis of children’s usual whereabouts, and the practical application of the two above-mentioned functions, a cloud platform-based active notification and tracking system was put forward. It will reduce the risk of elderly with dementia and children getting lost. Since the system design application is mainly intended for elderly and children, track end setting frames are kept simple. In the future, all the settings will be done at the tracking end. In addition to enhancing the system practicality, the actual tracking device setup will also effectively reduce equipment costs.
