現役軍人對退撫新制的認知及其對留營意願的影響

Perception of the New Military Pension Plan by In-Active-Service Soldiers and Its Relationship with Soldiers' Willingness to Continue Serving in the Army

摘要


《陸海空軍軍官士官服役條例》修正草案,經立法院多次朝野協商,於2018年公布施行,現役軍人的退休撫卹制度,有了不同以往的改變。本研究旨在了解現役軍人對於退撫新制的了解與支持程度,以及現役軍人對退撫新制的認知,是否會對其留營意願有所影響。本研究以空軍司令部所屬中、少校階級軍官為對象實施問卷調查,回收有效問卷400份。研究結果發現,現役軍人對於退撫新制的均有一定的了解程度,且官階及年資越高者則對新制了解程度越高;而在支持程度上年資越高者則對新制支持度較高;此外,在控制個人變項與軍中適應情形後,現役軍人對於退撫新制的了解程度與其留營意願之間,並無顯著關聯性;另一方面,現役軍人對退撫新制的支持程度,則與留營意願有著顯著的正相關,也就是對退撫新制的整體支持度越高,留營意願也會越高。

Because of the amendment of regulation for the military service, the public pension fund for current in-active-service soldiers went through a change. This paper aims to discuss the understanding and degree of support of this regulation from in-active-service soldiers, and tries to find the connection between these and the willingness to maintain in the military. This paper uses questionnaires and targets its objects in air force military. 400 of the questionnaires retrieved are valid. The result of this survey shows that the more senior the officers are, the better understanding for the new regulation and the more support they have. On the other hand, there seems to be no obvious connection between personal adaption and the willingness to maintain in service. In addition, the understanding of the regulation has a positive correlation with the willingness to stay. In other words, the more they understand the new regulation, the more willingness they have to maintain in service.
