摘要

本論文以俄羅斯對烏克蘭的外交政策為主要研究對象。本論文目的 在於研究國際環境與國內環境，對俄羅斯的烏克蘭政策所造成的影響。 同時分析後普丁時期俄羅斯對烏克蘭的外交政策。本論文的研究方法為 文獻分析法，所採取的研究途徑為薄富爾的「行動戰略」理論。藉由分 析普丁的總體目標、政治與戰略診斷的進行、行動的執行，以解釋普丁 的烏克蘭政策。 本論文除緒論與結論之外，共分為四章。各章節內容概括如下： 第一章主要分析克里米亞歷史及產生紛爭的原因。 第二章主要分析普丁執政時期俄羅斯內外環境之變化與影響。先分 析後普丁執政時期國際環境的變化，次論俄羅斯國內環境的變遷。透過 這兩個層次的分析，試圖解釋普丁執政時期影響俄羅斯外交政策的因素 有哪些，與俄羅斯的外交政策產生的變化。 第三章主要探討普丁時期的政策目標與戰略計劃。普丁政府根據其 對國內與國際環境的認知，制訂出其總體目標，而普丁政府對烏克蘭的 政策目標，將在此一總體目標的指導下產生。同時，根據政治診斷與戰 略診斷，將導引出最適合普丁政府的行動。而透過前述分析，可明白普 丁時期的烏克蘭政策有何延續與轉變。 第四章主要針對俄羅斯的戰略行動模式與烏克蘭的反饋進行檢視。 藉由分析普丁時期的戰略行動模式，了解俄羅斯如何以行動達成其在克 里米亞政策目標。

This thesis is discussing the Russia’s foreign policy on Ukraine. The purpose of this

thesis is to examine the impact of international environment and domestic environment

on Russia’s foreign policy on Ukraine. This thesis will analyze the continuity and

transition of Russia’s foreign policy on Ukraine in the Putin's ruling period era. This

thesis is based on the “document analysis” research methods, and used “strategy of

action” as its research approach.

The full text comes into four chapters in addition to introduction and conclusion. The

Main of each are as follows:

Chapter: analyzes the history of the Crimea and the causes of the disputes.

Chapter2: Aimed at discussion on the analysis of the transition and influence of the

international environment and domestic environment. It tries to explain the factors

impact of Russia’s foreign policy in the Putin's ruling period era and the change of

Russia’s foreign policy.

Chapter3: Aimed at discussion on the aim of policy and strategic plan in the period of

Putin. The total strategy directs the foreign policy on Ukraine. Base on political

diagnose and strategy diagnose, we can find out the most appropriate action of Putin.

Through the analysis, we can realize the continuity and transition of foreign policy on

Ukraine in the period of Putin.

Chapter4: Aimed at discussion on the examining the action of Putin in Crimea.

Through analyzing the action of Putin, we can explain the continuity and transition of

the action of Putin.
