臺北市私立幼兒園經營策略之研究

A study on the management strategies of private preschools in Taipei City.

摘要


本研究旨在以個案研究的質性研究深度訪談法為主,文獻探討為輔,探討臺北市不同規模私立幼兒園之經營策略。 本研究採分層立意選樣方法,以臺北市經營十年以上之私立幼兒園為研究對象,依園所規模,選取臺北市大、中、小不同規模之私立幼兒園各兩所,針對所挑選的六所園所主管進行深度訪談,共訪談六人。 本研究主要目的包括: 一、瞭解臺北市私立幼兒園的發展、整體現況。 二、釐清各案例幼兒園的經營理念類型。 三、深入瞭解各案例幼兒園的經營策略。 四、探討各案例幼兒園面臨問題所採之因應策略。 五、比較分析不同規模各案例幼兒園經營策略上的差異。 六、根據研究發現,提出未來可供相關政策改革或園所經營之參考建議。 本研究主要結論包括: 一、近五年臺北市私立幼兒園園所數及招收幼兒數在幼托整合後仍居多數。 二、臺北市案例私立幼兒園的經營理念是主張回歸教育本質,關注幼兒學習,並朝向學校、家長、幼兒三方「共好、共贏」的目標發展。 三、臺北市案例私立幼兒園的經營策略是強化親師溝通管道,建立夥伴制度,達到有效溝通與經驗傳承,並追求整體教育品質的提升。 四、臺北市案例私立幼兒園經營管理面臨的最主要問題在於幼兒園教師難覓、政府的公文與資料處理行政負荷繁重,及招生名額有限。 五、臺北市案例私立幼兒園面臨問題所採之因應策略以整合資源、形塑特色提升素質,及建立共識為主。

This study mainly aims, via adopting the qualitative methods of in-depth interview, as well as literature review, to explore the management strategies of private preschools in Taipei City. In so doing, 6 preschools operated more than 10 years but with different sizes, were chosen, via stratified purposive sampling, as cases for this study. In each chosen preschool, the administrative head (or manager) were interviewed. Six managers were interviewed in total. The main purposes of this study include. 1. To understand the development and provisions of private preschools in Taipei City. 2. To clarify the ideal patterns of management strategies in the preschools chosen. 3. To understand intensively about the management strategies in the preschools chosen. 4. To analyze the strategies undertaken by the private preschools chosen, while facing problems or challenges of the management. 5. To compare and analyze the similarities and differences of the strategies undertaken by different private preschools chosen. 6. To propose suggestions, based upon the research findings, useful for the reform of related policies in the future. The main conclusions of this study can be summarized as follows: 1. Since the merger of the child care institutes and kindergarten in 2012, the numbers of preschools and that of the children being cared in the private preschools have remained more than their public counterparts. 2. The ideal patterns of management strategies in the preschools chosen had been “back to the essence of education”, “focus on early childhood learning”, so as to achieve the goal of “good for all” in terms of schools, parents or children. 3. The most common management strategies of the private preschools chosen were to reinforce the effective communications between teachers and parents, to establish a partnership mechanism in between, to effectively extend the mutual experience sharing, so as to raise the overall education quality. 4. The main problems faced by the private preschools chosen include the difficulties in recruiting and retaining qualified teachers, the overload caused by the red-tape of the government, and the restrictions on the number of children recruited. 5. The main strategies undertaken for tackling challenges by the private preschools chosen include the integration of resources, the modulation of self-characteristics, the raising of the quality, and the convergence of the consensus.
