國小能源教育政策執行之研究—以西松國小為例

The Study of Energy Education Policy Implementation in Elementary Schools: The Case of Xisong Elementary School

摘要


國小能源教育政策的推動,在今日全球暖化問題與政府推動節能減碳方案的過程中,顯得日益重要。本研究主要探討國小能源教育政策的推動情形,以及哪些因素是能源教育政策執行成功的重要因素。研究者針對榮獲三屆能源教育績優學校的西松國小作為本研究個案,探討西松國小執行能源教育的作法及可供其他學校參考之處。研究問題如下:(一)國小能源教育政策推動之主要政策與方案為何?(二)影響西松國小能源教育政策執行的因素為何?(三)西松國小能源教育政策執行成效為何?   本研究採文件分析法、深度訪談、參與觀察與問卷調查法。本研究介紹能源教育推動之相關政策方案、績優學校推廣選拔與甄選,以及八所績優學校推行能源教育活動之概況。研究者針對台北市西松國小進行個案研究,探討能源教育實施成效、相關影響因素、,以及推動能源教育所面臨之困境。西松國小能源教育推動值得參考的具體作法有:(一)訂定明確遠景目標;(二)嚴謹的計劃與職掌分工;(三)能源教育融入九年一貫;(四)節能特色與作法;(五)學藝競賽與宣導;(六)能源教材媒體管理與網站建置;(七)資源回收。研究者針對西松國小推動能源教育的困境,提出以下政策建議:(一)強化第三代整合型政策執行模式;(二)擴大能源教育績優學校推動成果與經驗;(三)發展創新教學策略。

In view of the government’s energy conservation and carbon dioxide reduction schemes, combating global warming, implementation of elementary school energy education appears increasingly important. This research mainly examined the implementation of the elementary school energy education policy, probing which factors are important for a successful energy education policy. The researcher selected Taipei Municipal Xisong Primary School, three-time recipient of the yearly Excellent Energy Education award, as the object for case study. The goal was to investigate how the school conducted energy education practices and what experiences can be used as references for other schools. The research issues are as follows: (1) What are the main policy schemes when implementing elementary school energy education policy? (2) What are the factors that influence execution of Taipei Municipal Xisong Primary School’s energy education policy? (3) How effective is the energy education execution of Taipei Municipal Xisong Primary School? This research deployed document analysis method, in-depth interview, participant observation, and questionnaire survey. This research introduced relevant policy schemes of energy education implementation, screening and selection of excellent schools to promote energy education, and the status of promoting energy education activities at eight excellent schools. The researcher performed a case study at Taipei Municipal Xisong Primary School in order to investigate the implementation effectiveness of energy education, relevant influencing factors, and the predicaments faced when implementing energy education. Practices of that school’s energy education implementation include (1) stipulating explicit visionary goal, (2) rigorous planning and division of work, (3) incorporating energy education into the 9-year integrated curriculum, (4) characteristics and practices of energy conservation, (5) academic contests and propaganda, (6) media management and website setup for energy teaching material, and (7) resources recycling. As for the dilemmas encountered by Taipei Municipal Xisong Primary School when implementing energy education, the researcher offers the following policy suggestions: (1) strengthen the third-generation combined policy implementation model, (2) expand achievements and experience of excellent energy education schools, and (3) develop innovative teaching strategies.
