我國大學技術移轉機制之研究

摘要

本研究採用深入訪談法以及文件分析法分別對兩所學校進行探究，了解我國大學實施技術移轉的現況與面臨之挑戰。本研究主要目的有：
一、了解我國大學技術移轉相關法令制度政策的發展趨勢。
二、了解我國大學在技術移轉的理念與具體做法。
三、探討我國大學實施技術移轉之成果與面對之挑戰。
四、給予學校或政策制定上實務操作之建議。
依其研究結果，提出本研究的結論如下:
一、對教授來說收入不是唯一誘因，而是可以了解產業界進而回饋
社會。
二、教授進行技轉意願低迷。
三、技轉中心三不足：資源不足，政策支持不足、主管專業度不足。
四、中心人員流動率高，影響中心發展。
五、行政作業冗長。

This multi-case study uses in-depth interview and document analysis to examine the present situation and challenges of technology transfer in Taiwan’s universities . The main objectives of this study are:
1. To study the development of policies and regulations related to technology transfer in Taiwan's universities.
2. To explore the concept and practice of technology transfer in Taiwan's universities.
3. To explore the a chievements and challenges of university technology transfer in
Taiwan.
4. To give recommendations to policymakers and higher education institutions.
Based on the findings of this study, the main conclusions are as follows:
1. For professors, income is not the only incentive, but they can know the industry and contribute to society
2. Low willingness for professors to do technology transfer.
3. Lack of resources, effective policies and professional administrative staff.
4. Low performance of technology transfer office due to high turnover rate.
5. The administrative work takes lots of time.
