墨西哥卡德隆政府對美國外交政策：新古典現實主義的觀點

摘要

新古典現實主義從國際、國內與決策者三因素分析國家力與外交政策的關聯性，本論文並以「國際體系結構變化」、「國內政治變數」和「決策者」三個角度去觀察卡德隆執政時期的對美外交政策。
2000 年開始，墨西哥的政治體制首度翻盤，同時在國際體系及與美國外交關係中扮演的角色也正在變化。面對國際情勢的變動，國內社會結構的變化，墨美關係已經不再是過去的依附關係。2006 年卡德隆當選成為墨西哥總統，在他上任後，對外政策首要面對的即是修復前任政府的對美關係，同時也面臨許多國內政策的挑戰。不僅如此，在卡德隆執政期間碰到2008 年全球金融危機和2009 年H1N1 疫情的影響，重創墨西哥經濟，影響到墨西哥在全球的競爭力下滑。
本研究論文為能了解到卡德隆政府對美外交政策的方向和執行力，以經貿、邊防及移民和國家安全三個議題進行探討和分析，依「新古典現實主義」的理論歸納卡德隆在制定對美外交政策的因素和和阻礙，並進而探討其政策的執行力。

Neoclassical Realism analysis national power and foreign policy by 3 factores, which are international, national and dicision-maker, this thesis will observe Mexico-US foreign polcy during the Calderon administration based on “structural changes in the international system”, “domestic policital variables” and “decision-maker”.
Mexican policital system had been changed since 2000, and the same time the role that Mexico plays in the internationall system and Mexico-US relations have been changed too. Facing the changes of international situation and social structure of the country, Mexico-US relations are no longer a past dependency. Calderon was elected in 2006 to become the president of Mexico, after he took office, his primary foreign policy is to repair the relations with United States, as well as many challenges of domestic policy. Moreover, during the Calderon administration Mexico was affected by the global financial crisis and H1N1, that hit Mexican economy and affects Mexico’s competitivenesss in the global village.
This research will analysis by 3 topics such as trade, border and immigration and national security to understand the direction of Calderon administration’s foreign polcy.
