利用新科技降低交通事故的社會成本

過去發生車禍時，當事人必須等待警方或是理賠人員到達事故現場處理，可能會造成後方車輛回堵之情形，甚至有二次事故之發生，然而以行車紀錄器、車載裝置、手機APP等科技替代警方或是理賠人員處理筆錄與現場蒐證，即可大幅減少處理現場事故所需警力、車禍當事人的時間成本、以及對其他車輛形成的社會成本。因此，本文以利用新科技取代警員現場處理交通事故為目標，透過檢討各類車禍案例，將所有案例分成車機可完全處理、部分處理、或完全不可處理三個類別，並針對部分處理或完全不可處理兩類，思考運用手機APP回傳照片或補充資料…等替代方案幫助解決，以期提供保險公司，作為規劃「以新科技取代人員抵達交通事故現場處理」之可行性的參考。

By analyzing various cases of traffic accidents, all of the cases can be divided into three categories: the vehicle can be completely solved, partially solved, or unable to be solved. Considering how to use APP to sent photos or explanation by solving the cases of partially solved or unable to be solved. In order to provide insurance companies as a advice for planning the feasibility of "replace the police or the claims adjuster arrive at the scene of traffic accidents to solve the traffic accidents with new telematics ".
