泰國政媒關係互動與其影響
The Impact of the Interaction between Thailand’s Government and Media
摘要
泰國前總理戴克辛（Thaksin Shinawatra）於2001 年上任之後，泰國政府與媒體的關係由好變壞，戴克辛下台後媒體如何轉變，將使泰國媒體發展進入新的里程。1997 年泰國通過新憲法，媒體的自由度跟政治參與度升高，提供許多重要的制度性基礎，戴克辛時期開放電 視媒體的商業行為雖然初期受到肯定，但到後期戴克辛想完全掌控媒體，這也是泰國媒體個重大轉變，然而在軍方及官僚的舊政治勢力與新興政商控制結構的阻礙下，媒介角色轉化的改革道路，短期內出現任何結構性的改變可說機會不大。泰國政府或軍方還是藉著結合某些 政治資源來擴大自己的勢力，讓國家完全掌控媒體，到底在政治與媒體中，媒體應該以何種角色來扮演，才能在不平等不自由的狀況下，尋求媒體善盡監督政府責任的角色。 本文的研究發現，回顧泰國眾媒體與國家間關係的轉變，當前泰國的報紙媒體，在民主體制的保障下，已開始朝向之國家第四權角色的方向發展。替人民為把關。泰國報紙媒體像其他東南亞國家一樣，正面臨集團化走向，對於要走向民主化的泰國，無疑是一大挑戰。至於 廣播電視媒介的發展方面，由於目前軍方與官僚等國家力量，仍舊能夠透過各種政治與經濟上的手段，來控制國內絕大多數的廣電媒介資源，因此與報紙媒介相比，顯然廣電媒介要比報紙媒介緩慢許多，還有許多發展改進的空間。

Thailand’s former Prime Minister, Thaksin Shinawatra, took office in 2001, the relationshipbetween the government and the media went from good to bad. After Shinawatra was deposed, the mediain Thailand went through massive changes and entered a new stage of development.After a new constitution was instated in 1997, media freedoms and interactions with the government increased greatly and established a basic structure for the media to work under. Though Shinwatra’s decision to open up the business of television media received positive responses at the beginning, he later tried to take control of television channels, causing another change in the nature of the business. Under the military reign and old bureaucratic practices, combined with the new desire to control the media, there was little to no chance for media reform. The government and the military continued to use whatever they could to gain more political power, and this included the media. Under these circumstances, what role could the media play to supervise and balance the government’s powers? This thesis had some important finding, through reviewing the relationship between media and state changes,Thai’s newspapers had started of Fourth Estatae. Thai’s newspapers will play important role in both facing trending of group, and checking balancing of government’s and adminstration .Thai’s newspapers just us the other Southeast Asian countries thai’s media are facing grouping and than will encounter strong challenge to the thai’s media.As far the development of radios and televisions due to the both military and bureaucratic power ,control the majority of domestic radio and television mediaresources, though a variety of political and econmic.Compared with newspapers, radios and televisionsdevelopment have been slower than the newspaper media, there in much room for improvement.
