探討科技發展專案計畫參與APEC國際組織之合作夥伴評估—以參與APEC PPSTI平台為例

摘要


政府單位在協助產業接軌國際扮演了關鍵角色,在推動臺灣的科技優勢佈局海外市場商機的過程中,法人研究機構擔任協助政策落實與促進產業效益的橋樑,並就涉及的專業領域選擇合適的合作夥伴,透過參與國際組織,與各國科技官方單位、科研機構、學界與產業交流臺灣科技政策的成功經驗,進而促成雙邊合作機會,如何評估合作夥伴作為科專計畫執行的要件,將是本研究探討的核心內容,藉由探討經濟部技術處參與亞太經合會 (APEC)國際組織之科技發展專案計畫,本研究試著歸納實際執行時所面臨的三項困境「科專計畫成果缺少跨部門/部會連結性」、「科專計畫推展缺乏效益延續性」與「科專計畫之法人機構缺乏國際化程度」;透過文獻整理合作夥伴評估與合作關係,就科專計畫推動科技研發成果拓展國際市場所需要的合作夥伴參與要素,以三項主構面「合作夥伴執行力」、「合作夥伴關係經營能力」與「合作夥伴提案內容」,以及主構面項下各項子構面要素擬定專家問卷,並以具備政府專案計畫執行經驗與APEC國際組織參與經驗者之官方單位、法人機構與產業界專業人士為對象,透過決策實驗室分析 (Decision Making Trial and Evaluation Laboratory, DEMATEL)進行合作夥伴評估之構面與其關聯性,依據分析結果歸納出主構面之「合作夥伴提案內容」,以及「與政府與非政府組織的網絡連結能力」、「配合程度與合作紀錄」與「提案內容展現完備性程度」等三項子構面為合作夥伴評估與選擇之最關鍵影響要素,並就分析結果為模型提出選擇合作夥伴的決策模型與建議。

The government has played a crucial role in promoting international connections for industrial development. To promote Taiwan’s technological strength and develop overseas markets, research institutions act as a bridge to assist policy implementation and enhance industrial benefits, selecting the appropriate cooperating partners that fit its professional fields. Furthermore, they facilitate bilateral cooperation opportunities through engaging the international organizations, i.e., sharing Taiwan’s successful science and technology policy experiences with foreign government agencies, scientific research institutions, academics, and industries. The research focuses on how the government’s Technology Development Programs select their partners and the key evaluation elements. It summarizes and reveals three dilemmas of the government’s Technology Development Programs by exploring the Department of Industrial Technology of Ministry of Economic Affairs' programs participating in the Asia-Pacific Economic Cooperation (APEC). They are a lack of connectivity of cross-official department corporations, lower continuity in extending the program’s outcomes, and weakness in the internationalization of the research institute partners. Based on the literature in partnership and partner selection evaluation, this study further categorizes three major assessment elements: capability of execution, the capacity of relationship management, and project content. Along with the respective sub-elements for partners’ involvement in the government’s Technology Development Program, it then devises an expert questionnaire. The questionnaire was delivered to the specialists of government agencies, research institutions, academics, and industries experienced in conducting the government’s Technology Development Program and engaging in the APEC platform. Using the “Decision Making Trial and Evaluation Laboratory,” the findings show that in partner assessment and selection, the project content is the key element in the major assessment elements, while the capability of the strong network of the government and non-government organizations, the favorable partnership record and selection and past association, and project integrity are the critical elements in the sub-elements. The study contributes a decision model and concludes with partner selection recommendations.
