台灣地區部份民營化銀行經營型態之探討─集中式VS.分散式管理

摘要


隨著經濟環境快速地改變,全球化的影響,台灣地區政府不斷地加速金融自由化的腳步逐漸開放各項金融限制,然而,特別地,開放國外金融機構的設立。原本必須配合政府政策的公營銀行,在長期壟斷地位逐漸鬆動下,政府為了維持國家的永續發展,開始推動民營化的進行。 本文將把民營化的兩項特色-銀行規模與經營型態制定作一結合,並且會納入Gupta (2005)所指出,許多機構民營化後,政府當局仍擁有其管理經營之權力,稱之為部分民營化(Partial privatization)。本文以台灣地區公有銀行部份民營化經營型態研究為主題,研究期間為1972至2005年,研究資料以時間序列(Time-series)和橫斷面(Cross-section)資料為主,並採用兼具時間序列和橫斷面分析的Panel Data的隨機效果模型進行實證分析。另外,採用林志鴻(1991)所發展剩餘利潤極大化模型,並應用Christensen, Jorgensen and Lau (1973)所發展出來的超越對數(Translog)函數,探討目前經營型態是否為最適規模,進一步再探討不同經營型態對利潤之影響。 本文研究結果顯示出,若能增加民營化廠商規模或維持規模下,並採取分散式管理,能增加其利潤。就本文的發現結果,是不支持Gupta部分民營化的論點。

Along with the rapid change of economic environment and the impact of globalization, the government of the Republic of China accelerates the pace of financial liberalization and lifts certain bans on financial regulations. These series of financial reform policies also include letting international banking enterprises to establish branches in Taiwan. In order to retain the country’s sustainability in the bank market, state-owned banks (SOB) that had always followed government policies and monopolized the domestic market now are facing privatization. Firstly, this paper provides an overview on the linkages of two main characteristics of SOB privatization: bank size and operating model. It provides examples on Gupta’s “Partial Privatization” (Gupta, 2005), which indicates that the government authority still holds the operating and managing rights after many public utilities and sectors have been privatized. The topic of this paper focuses on the operating models of state-owned banks in Taiwan under partial privatization; research period lasts from 1972 to 2005. It integrates time-series data and cross-section data, thus analyzes the random outcome module of the panel data via empirical analysis. Moreover, it also applied “the Mode of Surplus Profit Maximization” (Lin, 1991) and the “Translog” (transcendental logarithmic function) introduced by Christensen, Jorgensen and Lau (1973) to discuss whether the current operating model of each bank is the best banking scale. Finally, it discusses the influence of different operating models on the profit of the banks. This paper concludes that, if we can expand the size of privatized enterprises, or with the same business size but decentralize the management, we can increase the profit of the enterprise. Regarding this conclusion, the study does not support Gupta’s argument of partial privatization.
