台灣與美國中小學教師待遇制度之比較研究

A Comparative Study of Teachers' Compensation in Taiwan and America

摘要


根據研究主題,本研究之主要目的有四:一、探討台灣與美國中小學教師待遇相關概念與內涵;二、探討台灣與美國中小學教師待遇制度之沿革;三、比較台灣與美國中小學教師待遇制度之異同;四、依據台灣與美國中小學教師待遇制度的分析結果,提出結論與建議。   為達成以上研究目的,本研究兼採文件文獻分析法與比較研究法,以使研究結論更加完善。首先,透過文獻資料的蒐集,針對台灣與美國中小學教師待遇制度之背景、發展沿革、現況、相關問題、改革描述分析與解釋,接著再進行同一向度之並列與比較研究。最後,本研究綜合文件分析法與比較研究法所得之資料,獲得結論歸納如下: 一、台灣中小學教師待遇制度至今仍未有法源依據。 二、台灣中小學教師待遇制度之沿革因應時代背景。 三、台灣中小學教師起薪高於一般大學生,但與相同學歷及年資者比較屬中等水平。 四、台灣中小學教師選擇教職因素是考慮到非物質報酬層面與薪水的穩定性。 五、台灣中小學教師待遇制度尚未把學生表現納入敘薪依據。 六、美國中小學教師待遇制度之沿革因應時代背景。 七、美國中小學新進教師起薪略低於一般大學生,但與相同學歷及年資者比較尚屬中等水平。 八、美國中小學教師選擇教職是考慮到非物質報酬層面。 九、美國中小學教師待遇尚未將學生表現納入敘薪依據。

According to the subject of this study, the main purposes of this study are: 1. To discuss the related concepts of teachers' compensation in Taiwan and America. 2. To discuss the historical change of teachers' compensation in Taiwan and America. 3. To compare the similarities and differences between teachers’ compensation in Taiwan and America. 4. Give conclusions and suggestions according to the analytical outcomes. In order to reach the above purposes, the study uses document analysis and comparative research methods to clarify and compare the background, development, present situation, related problems, and reforms of teachers’ compensation in Taiwan and America. The conclusions of the study are as follows: 1. The law of teachers’compensation in Taiwan hasn’t been passed and put into practice. 2. The historical change of teachers’compensation in Taiwan conforms to the social background. 3. The beginning salary of high and elementary school teachers in Taiwan are higher than average college graduates, but it is just moderate compared with those with similar education degree and years of working experience. 4. The reasons why high and elementary school teachers in Taiwan choose to be teachers are non-material benefits and the stability of salary. 5. The increase of high and elementary school teachers’ salary in Taiwan hasn’t taken students’performance into account. 6. The historical change of teachers’compensation in America conforms to the social background. 7. The beginning salary of high and elementary school teachers in America are slightly lower than average college graduates, but it is just moderate compared with those with similar education degree and years of working experience. 8. The reasons why high and elementary school teachers in America choose to be teachers are non-material benefits. 9. The increase of high and elementary school teachers’ salary in America hasn’t taken students’ performance into account.
