某事業單位安全文化分析與促進措施介入之影響研究

摘要


本研究目的在於探討某事業單位安全文化現況,該事業單位因近年來發生多件承攬商職災,本研究希望透過安全文化分析與探討來了解該公司之安全文化,並經由促進措施介入,以期盡速形成良好的安全氣候,杜絕事故再發生。 本研究採問卷方式,前測共包含11個部門及26家承攬商,共發出768份問卷,回收671份,回收率達87.37%。經由推動工作安全分析、關鍵性作業登錄查核、入廠機具管制、施工架搭拆管理、違規最多之承攬商於職業安全衛生委員會中報告改善作為、上級加強查核、增加外部查核人力、召開與承攬商自主座談等。再以成效問卷進行後測,包含11個部門分成主管職、員工及28家承攬商,共發出 790份問卷,回收745份問卷,回收率達94.30%。 本研究結果以促進措施介入後來進行成效評估,再以成效問卷進行後測,後測五個構面平均值在4.06以上,安全衛生促進措施的滿意度在3.85以上,朝向正面評價。並統計檢查機構、上級長官查核、該單位罰款資料,關鍵性缺失已明顯下降,且經由外界查核時表示現場安全意識與氛圍確實有提升,足見該事業單位已形成較佳之安全氣候,並朝向優質的安全文化發展,確保工作人員之安全,達到零災害之目標。

The purpose of this research is to investigate the current situation of safety culture of one specific business unit. This business unit has numerous of contractor’s accidents occurred in recent years. Hence, this research aimed to investigate and analyze the safety culture of this particular business unit, and speed up its process of forming a safety climate by introducing proper promotion measures, in order to avoid any further accident. The research applied questionnaire. Total 768 questionnaires were distributed among 11 departments and 26 contractors; 671 of them were returned. The return rate hit 87.37%. After using methods of promoting work-safety analysis, key-task record checkup, in-house machinery control, and scaffolding construct management, the contractor which with the most violations of protocols had to submit its enhance plan and report the plan in the Occupational safety and health committee; along with undergoing more supervisory, outside auditing, and convening independent discussion with such contractor. Once all method was taken place, a post questionnaire was distributed among 11 departments and 28 contractors. Total 745 questionnaires were returned out of 790. The return rate hit up to 94.30%. The average of the 5 aspects was over 4.06, and the satisfactory rate of promotion safety measures was over 3.85. The input of outside auditing, superior oversight, penalty record of each business unit and whether the key defects have been lowered were also put into consideration. Also, if the outside auditing gave green light on the higher awareness of the safety understanding at the construction site, it served as a proof of such business unit has built up a higher standard safety climate, surely moving toward a better safety culture, and one step closer to its zero disaster goal.
