摘要


全面落實勞動教育向下扎根,可以啟發國民對於勞動價值的認知與肯定、降低勞動風險及發展對等的勞資關係。對於當今勞動悲劇頻傳與勞動認知水準低落的台灣而言,具有解決末端勞動問題釜底抽薪的效果。落實勞動教育完整進入國民教育的的呼聲,自2007年以來從未消失,然而歷經多年來的倡議卻仍缺乏成效。 過去文獻與「勞動教育」相關研究不在少數,然而針對推動勞動教育相關困難與解決之道的討論卻付之闕如。本文透過分析台灣當前勞動認知情況,及梳理來自民間團體、學術研究、行政部門與立法部門等過去推動勞動教育的軌跡,歸納出當前勞動教育向下扎根的困境,並提出未來突破的展望。 本研究發現,當今台灣學生勞動認知低落,而教科書傳遞不利於建立勞動觀念之價值觀,讓全體勞動者在高風險下進入職場。而勞動教育向下扎根之必要迫在眉睫,已取得社會高度共識。此外,台灣行政部門在缺乏法制化及統一政策的情況下,形成資源重疊的多頭馬車,也造成城鄉間的教育不平等。本研究建議,推動以國民教育為主體的「勞動教育法制化」,將能有效的突破目前勞動教育向下扎根的困境。

The full implementation of labor education in Taiwan’s compulsory education can inspire citizens’ acknowledgement of labor value, reduce risks and develop equal industrial relations. It also has the effect of solving labor problems especially for today’s Taiwan. Though the call to implement labor education has never disappeared since 2007, the initiatives over the years have been ineffective Research on "labor education" is not rare, but discussions on the difficulties and solutions to implement labor education in compulsory education are absent. This paper analyzes the current labor awareness in Taiwan, and summarizes the past experience of how civil society, academic research and government promote and implement labor education. Furthermore, it highlights the challenges and prospects of labor education in Taiwan’s compulsory education. This paper finds that today Taiwanese students have a low level of labor awareness. In addition, textbooks convey the values that are in conflict with the concept of labor, leaving workers vulnerable and risky in the workplace. High degree of social consensus has been achieved that the implementation of labor education must be completed as soon as possible. On top of that, due to the absence of a regulatory system and a unified policy, the Taiwan administrative department wasted resources and caused educational inequality between urban and rural areas. As a result, this study suggests that promoting a labor education bill for school students will effectively break through the difficulties.
