中國大陸31條惠台政策執行與台商回饋之研究

本論文從軟實力角度來看31項惠台措施的執行和影響面對大陸硬實力的威脅，延伸到軟實力交流層面，台灣各層面都無法否認面臨大陸的輸出與影響。筆者透過文獻蒐集與深度訪談進行研究。分別檢視大陸31項惠台措施對公部門與私部門影響與成效。，31項惠台措施的成效，公部門部分的討論主要探討大陸政府如何具體實踐，從政策核心思討想部分討論起，再討論惠台31條軟實力層面，最後看涉台單位的落實部分；在私部門則聚焦圍繞在31項惠台措施「三大特點」的範疇之上(同等待遇、量身訂製、受益廣泛)，從這三大一特點進行訪談。簡言之，31項惠台政策是大陸政府單方面推行，是大陸政府企圖將兩岸經濟社會融合發展的具體實踐。大陸以「操之在我」的方式進行，運用各方面的軟實力角度下手，希望讓兩岸更邁向進一步融合發展的進程，但透過訪談可知，31項惠台政策要達達到前述目標有賴於地方政府的落實。

From the perspective of soft power, this thesis analyzes implement and practice of the 31 incentives on Taiwan. Facing the threat of the mainland China's hard power, and extending to the level of soft power exchange, it can not deny the mainland China's export and influence. The author examines 31 incentives in public and private sectors respectively, and studies the effectiveness of 31 incentives from different social roles through literature collection and in-depth interviews. The public sector part mainly discusses how the mainland China government practices, starting from the core idea part of the policy, then discusses the 31 incentives for soft power aspects, and finally looks at the implementation part of Taiwan related units. The private sector focused on the "three characteristics" of the 31 incentives (equal treatment, tailor-made and wide benefits), and conducted interviews from these three characteristics. In short, the 31 incentives for Taiwan are unilaterally implemented by mainland China and are the concrete practice of the mainland China government in integrating the economic and social development of both sides of the Strait. Mainland China has carried out the policies in a way of "operating it on my own", showing all kinds of self-confident forces. It has used all aspects of soft power to make the two sides move towards the process of further integration and development, but the real focus is on implementation.
