投資環境力與投資風險度對台商推薦度關係之研究－中國大陸六大經濟區台商密集城市比較分析

摘要

在時代巨輪牽動全球經濟變化迅速變動之際，中國大陸經濟成長受國際情勢影響呈現放緩。對此中國大陸政府祭出調整結構，將出口導向轉向擴大內需，加上，自改革開放後中國大陸經濟急速發展，廉價要素已逐漸消逝，中國大陸正從「世界工廠」轉向「世界市場」。台商過往以加工出口製造業為主，在此情形下，面臨嚴峻的困境與風險。Drucker曾言：「每個組織為了存活及成功，都得將蛻變作為變革的媒介。在變動劇烈時代下，無法駕馭變革，只能走在變革之前，視變革為機會」。中國大陸經商環境轉變，台商於中國大陸過去的成功理念可能會成為日後失敗的基石，唯有不斷自我檢視、借鏡歷史，突破改革以因應環境轉變，創造新成功曲線。
有鑑於此，本研究探討投資環境力、投資風險度及台商推薦度之關係。藉由以「法制環境力」、「經濟環境力」、「經營環境力」、「創新環境力」四構面建構的投資環境力；並以「社會風險度」、「法制風險度」、「經濟風險度」、「經營風險度」四構面建構的投資風險度；更以「城市發展潛力」、「整體投資效益」、「台商權益保護」、「政府行政效率」建構台商推薦度等四構面，並透過問卷調查方式，且以分佈在中國大陸六大經濟區台商密集城市的台商為研究對象，分別檢視此不同經濟區台商密集城市以及不同行政級別在投資環境力、投資風險度以及台商推薦度中的差異與關聯，本研究回收有效問卷共277份進行相關統計分析，經過整理歸納研究結果後得到實證如下。
1. 投資環境力、投資風險度分別對台商推薦度有顯著影響。
2. 台商布局中國大陸六大經濟區密集城市對投資環境力、投資風險度、台商推薦度均有所差異，其中，以東莞市之投資環境力、台商推薦度均弱於其他五個城市，在投資風險度高於其他五個城市。
3. 台商布局中國大陸不同行政級別對對投資環境力、投資風險度、台商推薦度均有所差異，其中，以省轄市和副省級之投資環境力、投資風險度、台商推薦度均優於地級市。

In the era of global economic affected by age’s variations, the economic trend of China was impacted by international situations and appear slow. To deal with this, China government change the economical policy, turning Export Orientation into expansion of domestic demand, moreover, since the reformation of the economics, the economics of China developed at a high rate of speed, cheapness element has slip by, China is now changing itself from ”world factory” into” world market”. Taiwanese merchandizers used to ply their trade with export processing zone manufacturing, but in this situation, they have to face the austere position and under large risk.The economic environment of China is changing, once Taiwanese businessmen’ successful conceptions may be the foundation of failure. Only examine themself continually and take history.as a good lesson can break through revolution in order to adapt to the environment change and create new successful course.
This study therefore aims to explore the relationship among investing environment, investing risk and recommend of Taiwanese Businessman. The construct of investment environment is divided into four dimensions as legal environment, economic environment, business environment, and innovation environment. The investment risk is divided into four dimensions as social risk, legal risk, economic risk, and business risk. The recommendation of Taiwanese Businessman is divided into four dimensions as overall investment benefit, development potential of the city, Taiwanese Businessman’s interest protection, and government’s administrative efficiency.
This research adopts a questionnaire survey which recycles effective questionnaire 277 and finds that: (1) Investment environment and investment risk really influence to the recommendation of Taiwanese businessmen.(2) There are evident difference among investment environment, investment risk and recommendation of Taiwan’s enterprise on six economic regions in mainland China. Besides, investment environment and recommendation of Taiwanese businessmen of Dongguan City are especially worse than another city. And investment risk of Dongguan City is higher than another city.(3) There are evident difference among investment environment, investment risk and recommendation of different administrative regions in mainland China. Besides, investment environment, investment risk and recommendation of Taiwanese businessmen of municipalities and sub-provincial are especially better than another city.
