區域投資環境力與區域投資風險度對台商推薦度影響之研究—以中國大陸國家級新區及地方級新區之比較分析

摘要

在時代巨輪牽動全球經濟變化迅速變動之際，全球化與區域化已成為國際貿易與政經發展之重要趨勢，中國大陸為提升自身各區域的均衡發展進而設立新區，並透過給予一系列之優惠政策，廣泛吸引投資者資本、技術、勞動力、資訊等稀缺資源和生產要素加快進入新區，使之促進區域經濟發展。然而，由於新區仍處於建設發展階段，故仍存在著諸多的經營風險，是故，在此情形下，管理大師Drucker曾言：「每個組織為了存活及成功，都得將蛻變作為變革的媒介。在變動劇烈時代下，無法駕馭變革，只能走在變革之前，視變革為機會」，因此，雖然中國大陸經商環境正處於轉變階段，而台商過去於中國大陸的成功理念可能會成為日後失敗的基石，但是，唯有不斷自我檢視、借鏡歷史，將能夠創造新成功曲線。
有鑑於此，本研究探討區域投資環境力、區域投資風險度及台商推薦度之關係。藉由以「生態環境力」、「經濟環境力」、「經營環境力」、「創新環境力」四構面建構的區域投資環境力；並以「經濟風險度」、「經營風險度」、「轉型風險度」、「社會風險度」四構面建構的區域投資風險度；更以「國際接軌程度」、「政府行政效率」、「城市發展潛力」、「整體生活品質」建構台商推薦度等四構面，並透過問卷調查方式，且以分佈在中國大陸不同級別的新區的台商為研究對象，分別檢視此不同級別新區以及不同行政級別在區域投資環境力、區域投資風險度以及台商推薦度中的差異與關聯，本研究回收有效問卷共391份進行相關統計分析，經過整理歸納研究結果後得到實證如下。
1.區域投資環境力與區域投資風險度關係密切。其中，以經濟環境力與區域投資風險度四構面相關係數最高。
2. 台商布局中國大陸不同級別的新區對區域投資環境力、區域投資風險度、台商推薦度均有所差異。其中，國家級新區之區域投資環境力、台商推薦度均高於地方級新區，在區域投資風險度低於地方級新區。
3. 台商布局中國大陸不同行政級別對對區域投資環境力、區域投資風險度、台商推薦度均有所差異。其中，以直轄市和副省級之區域投資環境力、區域投資風險度、台商推薦度均優於地（縣）級市。

In the era of global economic affected by age’s variations, globalization and r In the era of global economic affected by age’s variations, globalization and regionalization has become an important trend in developing process of international trade, politic and economic environment. To balance regional development, mainland China established New Areas. Through issuing series of preferential policy granting, mainland China extensively enhanced its ability to attract investors to invest capital, technology, labor, information technology, scarce resources and other product elements to accelerate New District and regional economic development. However, the New Areas are still on construction and development stage, they have numerous business risks. Because mainland china is transforming on politic and economic. Therefore, the Taiwan’s successful investing experience in mainland China, it may become a cornerstone of failure. However, the business men only are self-viewing and learning lessons from history will be able to create new success curves.
This study aims to explore the relationship among investing environment, investing risk and recommend of Taiwanese Businessman. The construct of investment environment is divided into four dimensions as ecological environment, economic environment, business environment, and innovation environment. The investment risk is divided into four dimensions as economic risk, business risk, transformation risk, and social risk. The recommendation of Taiwanese Businessman is divided into four dimensions as international standards, government’s administrative efficiency, development potential of the city, and Overall quality of life.
This research adopts a questionnaire survey which gets effective 391 questionnaires and finds that: (1) There is a close relationship between Investment environment and investment risk. Besides, there is a closer relationship between economic environment and investment risk. (2) There are evident difference among investment environment, investment risk and recommendation of Taiwan’s enterprise on State-level vs. Local-level New Areas in China. Besides, State-level New Areas regional investment environment force, the Taiwanese were higher than the recommended level of local district level, investment environment and recommendation of Taiwanese businessmen of Dongguan City are especially worse than another city. And investment risk of Dongguan City is higher than another city, and investment risk of Local-level New Areas Is higher than State-level New Areas. (3) There are evident difference among investment environment, investment risk and recommendation of different administrative regions in mainland China. Besides, investment environment, investment risk and recommendation of Taiwanese businessmen of municipalities and sub-provincial are especially better than another city.
