Abstract The purpose of this master's thesis is to study Russian Foreign Policy, in terms of Smart Power, its evolution in the post-Soviet regions, especially in Georgia and Ukraine. Through the re-conceptualization of these developments, combined with new empirical insights, this thesis aims to increase our understanding of the conflict in the regions, especially the participation of the Russian Federation, proving the existence of Smart Power in Russian Foreign Policy. To deal with these problems, I turn to Steven Levitsky and Lucan A. Way framework of linkage and leverage. I will first focus on the Russo-Georgian Conflict in 2008 and the Ukrainian Crisis in 2014, when Russia recognized the independence of the regions of Abkhazia and South Ossetia, as well as Lugansk and Donetsk and effectively transformed it into a Russian protectorate. The analysis of Smart Power strategy in Russian Foreign Policy is particularly important for regional security and international security. In addition to the two chapters of introduction and conclusion, this thesis consists of three chapters. The second chapter discusses the concept of Smart Power and the evolution of this concept in Russian Foreign Policy. The third chapter attempts to analyze the strategy of Russia's Smart Power in Russo-Georgian Conflict in 2008, especially in Abkhazia and South Ossetia, its sources and limitations. The fourth chapter discusses the existence and limitations of Russia's Smart Power in the Ukrainian Crisis in 2014, especilly in Lugansk and Donetsk, its sources and limitations.
