臺北市國民小學事務組長執行工程採購業務之困境及解決建議

The difficulties and solutions of the chief of purchase and maintenance implementing engineering procurement projects in the elementary schools of Taipei

摘要


國民小學工程採購普遍工程品質不佳,主要是受到國民小學於既有特質影響,例如施工時間受限、工程採購金額偏低及缺乏工程專業技術人員,以致工程品質不佳。本研究透過深度訪談法、次級資料分析法以及網路問卷調查法,更深一步探討原因。於研究中發現,以臺北市政府工程採購案件分析,於工程採購件數中,各級學校工程占比過半,其中又以國民小學占比最高,但學校特性及工程採購金額不高,導致學校工程採購乏人問津,需要透過邀標或與廠商培養良好交情,才能使學校工程採購順利進行。國民小學礙於員額編制較小,事務組編制卻只有一人,且不具有工程專業背景,執行工程採購時難以發揮工程監督效果,其需耗費在廠商協調及溝通之時間成本高,缺乏工程採購執行效率,而繁重的業務內容,導致事務組長流動率高,採購經驗難以傳承及累積。而教育局定期辦理工程採購研習,有效強化學校工程採購之程序合法性,但對於工程實作的協助有限,致學校工程採購淪為紙上作業,無法改變學校對於工程專業不足問題。另外學校採購監督太少,使得校長與總務主任時常左右工程採購方向,而事務組長層級太低,僅能依據學校意向辦理工程,使得採購出現不夠公平、公正及公開之疑慮。爰教育局應直接參與決學校工程採購,增加學校工程專業技術人員編制及積極推動總務主任專任化政策,另學校方面應尊重政府採購法之專業,避免過度干涉採購流程結果,並消彌教師與公務人員觀念上的差距,而採購人員應提升對於採購法規的熟悉避免觸法,增進個人工程專業知識的學習,並與其他學校事務組長及採購人員相互分享資源,以及對於政府採購法原則有所堅持。

The engineering procurement project normally is with poor quality in the elementary school. It’s mainly effected by the existing characteristics the elementary school and causes the poor engineering project quality. For example, the limited construction time, low engineering procurement budget, and the lack of the professional engineering technical officer. In this thesis, I in-depth interview, secondary data analysis, and online questionnaire survey to deep dive the root cause. Analyzing Taipei City Government procurement project, over 50% is from school engineering procurement project and the highest percentage is from elementary school engineering procurement project. However, the characteristics of the elementary school and the low engineer procurement budget will lead to the low bid willing form the venders. Send the bid invitation to the venders or build good relationship with the venders to secure the engineering procurement project of the school. Due to the organization limitation of the elementary school, there is only one employee who doesn’t have enough engineering background in the Chief of purchase and maintenance position. This will lead to poor supervising result and low efficiency on the engineering procurement execution, time on coordinating and communicating with the venders. Heavy work loading causes the high turnover rate of the chief of purchase and maintenance and the difficulty of experience pass down. Holding the regular engineering procurement seminar by Education Bureau can enhance the procedure legality of the school engineering procurement project, have the limited assist to the project execution. The engineering procurement staff always focus on paper work, the insufficient engineering background status. Also too less supervising of the school procurement project will make the principal and the director of general affairs of the school have chance to affect the direction of the engineering procurement project. The chief of purchase and maintenance can only follow the direction from the high management level due to his(her) lower position. There is a concern on fairness, justice and openness . Therefore, Education Bureau should join the school engineering procurement project directly, increase the engineering professional technical officer in school organization and push the dedication of the director of general affairs aggressively. The school should respect the procurement law, not to over intervene the procurement progress and focus on eliminating the mindset gap of the teachers and the government employees. The purchasing officers should be more familiar with the procurement law, study professional engineering knowledge, share the resources with the other chief of purchase, maintenance and the purchasing offices in the school and follow the procurement law completely.
