習近平新時代對臺政策之研究

從習近平發表「告臺灣同胞書」40週年談話中可看出中共對臺政策的高度延續性，自毛澤東、鄧小平、江澤民、胡錦濤的對臺政策之一脈相傳，更是新時代下對臺政策的跨步邁進，更是未來兩岸關係發展趨勢的重要觀察指標。兩岸關係從以和平發展為主軸的時期轉進到推動和平統一及探索統一後的臺灣方案，這是中共對臺具體政策的明示，而習近平在兩岸「九二共識」的政治互信中加入共謀國家的統一，並強調「和平統一」和「一國兩制」來實現國家統一目標，兩岸即刻展開民主對話協商已是迫在眉睫，但協商前的雙方社會、經濟及文化等融合發展程度是否足夠，將是中共對臺戰略順利推行的重要關鍵。首次提出的探索「兩制」臺灣方案之意涵，將如何深化兩岸融合發展，並增進臺灣對統一之認同。兩岸如何提升政治互信，並結合臺灣民眾構建政治認同，以達成兩岸走向和平之共識，並化解彼此對兩岸關係發展路線之歧見。本論文係以習近平發表「告臺灣同胞書」40周年談話對臺政策為研究主體，在研究文獻的參考上，參閱兩岸知名學者和涉臺智庫研究為主，並回顧「告臺灣同胞書」發表40年來對臺政策主張、歷程背景、具體戰略和發展現況及我國內部政治互信與認同度等3項分門別類。研究結果發現，在習近平新時代實施政治、經濟、外交等各項對臺政策，對兩岸關係的操之在我作風，充分體現中共對自身制度的高度自信。中共對臺政策一方面提出各項惠臺政策，另一方面加強軍事登陸作戰準備，未來對我國運用「蘿蔔棍棒並施」兩手策略仍將維持不變。

The 40th anniversary of the release of the "Message to Compatriots in Taiwan" by Xi Jinping reveals the high degree of continuity of the CCP's policy towards Taiwan,which has been inherited from Mao Zedong,Deng Xiaoping,Jiang Zemin and Hu Jintao.The cross-strait relations have shifted from a period of peaceful development to one of peaceful reunification and exploration of a post-unification Taiwan proposal.Adequacy of social, economic and cultural integration and development will be the key to the smooth implementation of the CCP's strategy towards Taiwan. The first proposal to explore the meaning of the "two systems" Taiwan proposal will help deepen cross-strait integration and development,and enhance Taiwan's unity with Taiwan.How can the two sides of the Taiwan Strait enhance mutual political trust and combine with the Taiwanese people to build political identity,in order to reach a cross-strait consensus towards peace and resolve their differences on the development of cross-strait relations? This paper is based on Xi Jinping's remarks on Taiwan policy on the 40th anniversary of his "Message to Compatriots in Taiwan" as the main research subject.The study classifies the results into three categories, namely, strategies and development status, and the degree of mutual political trust and identification within China. The study finds that the CCP's high degree of self-confidence is fully reflected in its political,economic and diplomatic policies towards Taiwan,as well as in its approach to cross-strait relations after Xi Jinping took office.The CCP's Taiwan policy has entered the new era of Xi Jinping.On the one hand,the CCP has proposed favorable Taiwan policies,and on the other hand,it has strengthened its military preparations for landing.
