美國與臺灣學校圖書館員教育制度比較研究

Comparative Study on Educational Systems of School Librarians between United States and Taiwan

摘要


學校圖書館員為學校圖書館的核心所在,學校圖書館為學生與教師在教室以外的學習空間,學習資訊資源與文化涵養之處,可知學校圖書館員之重要性。然而臺灣卻並沒有「學校圖書館員」一職,而以其他職位替代。本研究為探討學校圖書館員之重要性與專業性,以學校圖書館員專業資格認證與館員教育制度著手,比較臺灣與美國培育人才的方式,瞭解學校圖書館的任務與學校圖書館員的角色、功能、專業資格認證與圖書資訊教育,同時分析環境背景與制度,瞭解學校圖書館員教育的發展歷史、特色與問題,方能以客觀的角度比較臺灣與美國在上述項目中的差異,並以兩者間的差異對臺灣現有制度進行批判,從而發現臺灣的學校圖書館員教育制度的不足之處,並予以建議。故本研究之研究目的如下:(1)探討學校圖書館任務,館員的意涵、角色、資格、標準與圖書資訊學教育;(2)探討美國學校圖書館員的意涵、角色、資格、標準、圖書資訊學教育與歷史;(3)探討臺灣學校圖書館員的意涵、角色、資格、標準、圖書資訊學教育與歷史;(4)比較美國與臺灣學校圖書館員的意涵、角色、資格、標準與圖書資訊學教育與歷史;(5)藉由美國經驗,對我國學校圖書館員教育制度提出改進建議。 本研究採比較法,美國與臺灣的比較項目分別為學校圖書館任務、館員意涵與角色、館員資格與標準、圖書資訊學教育、歷史共五項,內容以美國與臺灣之官方文獻或法規標準為主,美國以ALA、AASL等出版品為主要引用文獻,臺灣以法條為主要引用文獻。 研究結果發現:(1)美國標準的完善且具一致性;(2)臺灣對學校圖書館員資格的重視與未落實;(3)臺灣與美國的學校圖書館員角色雷同性;(4)臺灣學校圖書館員相關官方定義的缺失;(5)臺灣訂定法規卻無法落實;(6)臺灣缺乏學校圖書館員教育制度的認證。 依據上述研究發現,本研究之未來建議有三:(1)官方設立完整的學校圖書館標準;(2)落實硬性規定;(3)落實學校圖書館員課程核可。

The school librarian is the core location of the school library. School library is the learning space for students and teachers outside the classroom, information resources using and cultural cultivation learning place. However, Taiwan doesn’t have a job called "School Librarian". Instead of calling "Teacher - Librarian", which is not a formal calling for school librarian. This study is meant to exploring the importance and professionalism of school librarian. Comparing Taiwanese and American talent education training methods, Liaison school library staff's duties, school librarians' perspectives, abilities, professional qualifications, library materials education, simultaneous analysis environment background system, Liaison school library staff educational development history, features Problem, comparison of direction and objective angle Differences between the above items in Taiwan and the United States, and differences between them Criticism of the progress of the current system in Taiwan .By comparing The United State and Taiwan’s talent education training, find out Taiwan’s problem and give advice to enhance Taiwan school librarianship. Therefore, the research purposes of this study are as follows: (1) Exploring school library’s mission, school librarian’s meaning and characteristics, school librarian’s professional qualification and standards, library and information science education, school librarianship history; (2) Discuss school librarian issue, included school library’s mission, school librarian’s meaning and characteristics, school librarian’s professional qualification and standards, library and information science education, school librarianship history; (3) Discuss Taiwan school librarian issue, included school library’s mission, school librarian’s meaning and characteristics, school librarian’s professional qualification and standards, library and information science education, school librarianship history; (4) Compare school library’s mission, school librarian’s meaning and characteristics, school librarian’s professional qualification and standards, library and information science education, school librarianship history in the United States and Taiwan; (5) Based on American experience, put forward suggestions for improving the education system of school librarians in our country. This study adopts the comparative research. The comparison items between the United States and Taiwan are school library’s mission, school librarian’s meaning and characteristics, school librarian’s professional qualification and standards, library and information science education, school librarianship history. The content is based on the official documents or regulations of the United States and Taiwan. In the United States, publications such as ALA and AASL are the main citations. In Taiwan, official standards are the main citations. According to the above research findings, this research has three suggestions for the future: (1) Establish an integrared school library standard in official; (2) The implementation of rigid regulations; (3) Implement the approval of the school librarianship.
