臺中市歷史建築維護成效之探討:公私協力治理觀點

Inquiring the Maintenance Effectiveness of the Historical Building in Taichung City: Perspective of Public-Private Collaborative Governance

摘要


面對全球化發展以及資訊科技日新月異所帶來的複雜公共問題,公部門無法透過「府際關係」與「地方自治」有效解決問題,因此,發展出與私部門及第三部門之協力夥伴關係,透過跨部門、跨區域之協調、整合與溝通來達成共同目標。 本研究回顧整合性協力治理模式與協力治理七個理論,協力授能理論、體制理論、交易理論、資源依賴理論、演化理論、政策網絡理論、新制度論,進一步瞭解協力治理內涵,並以整合性協力治理架構為基礎,提出本研究架構,以協力驅力、協力行動、有條件參與、共享動機、聯合行動的能力、影響、適應為研究分析構面,並回顧相關文獻,發現相關研究因研究上限制,僅能就單一個案進行詮釋性的研究,因此,本研究以臺中市歷史建築第三部門經營之臺中刑務所演武場與私部門經營之臺中放送局作為個案,運用深度訪談法進行研究,希冀得出促成有效協力之因素、協力形式、影響協力進行之因素以及對組織績效與地方經濟之影響。 本研究發現,協力驅力中,領導、不確定性確實促進研究個案與政府部門之協力。臺中刑務所演武場個案中,間接誘因也確實促進與政府部門之協力。協力形式中,信任之基礎皆建立於契約,協力過程中,政府部門與私部門及第三部門進行文化資源之共享,每個月月例會為溝通協調機制,歷史建築之修繕也具有共識。有條件參與、共享動機、聯合行動的能力,皆影響本研究個案協力之進行。本研究個案對於地方經濟確實有正面影響,而臺中刑務所演武場之第三部門組織績效較臺中放送局之私部門組織績效優。

As the result of the complex public problems that result from the development of globalization and innovative information technology, public sectors cannot solve problems by intergovernmental relationship and local self-government. Hence, collaborative governance was evolved to reach the common goals and there are coordination, integration, and communication between public sector, private sector, and the third sector by crossing sectors and boundaries. Based on the literatures of collaborative governance models and seven collaborative governance theories: collaborative empowerment theory, regime theory, exchange theory, resource dependency theory, evolutionary theory, policy networks theory, and new institutional theory, this paper tries to introduce an analytic framework by reviews of literatures. And this research conducts analyses of collaborative governance, including collaborative drivers, collaborative actions, principled engagement, shared motivation, capacity for joint action, impacts and adaptation. The research adopts in-depth interview to inquiry the effective factors of the collaborative governance, collaborative form, factors affecting collaborative and the influence for local economy and organizational performance. The objects are Natural way six arts cultural center and Taichung broadcasting bureau. The research findings: in collaborative drivers, leadership and uncertainty both promote collaborative. In Natural way six arts cultural center, consequential promote collaborative as well. Collaborative forms are: the trust both based on the contract, cultural resources shared between public sector, private and the third sectors, meetings once a month as the mechanism to coordinate, and consensus for repair of the historical buildings. Principled engagement, shared motivation, capacity for joint action all affect the collaborative of two research objects. There are fine impacts for local economy in two research objects and the organizational performance of Natural way six arts cultural center is better than Taichung broadcasting bureau.
