地方觀光發展協力治理機制之探究：以南投縣觀光發展為例

摘要

本研究以協力治理的角度，對南投縣地方觀光發展策略進行研究。研究發現，政府若能透過協力治理與民間團體進行觀光發展之推動，並以民間團體做為治理的網絡的領導者，不僅使政策執行更符合民意，並獲取正當性，同時對提振地方觀光發展有相當大的助益。倘若以民間組織做為治理網絡的核心，則民間團體的自主性、主體性視為關鍵點，其心態的強弱會影響民間團體與其他網絡行為者的互動良窳；即便網路提供了一種新的溝通媒介與活動場域，但網絡中，各行為者之間還是具有本身應扮演的角色，只是不再為絕對性的角色分明，而是一種相對性的角色扮演，而該角色的分辨使得網絡中的權責更為明確。在此前提下，「互信、互賴」也成為建立夥伴關係的重要基石。

This study investigates the role of collaborative governance in developing tourism in Nantou County. The results show that using a private association as a leader of the network could facilitate in helping adapt policies to the needs of the local community and aid in implementing these policies to promote the development of local tourism. In addition, it was noted that the autonomy of the private association was the most important factor influencing the interaction among organizations. Mutual trust and dependence are the foundation of the partnership of local organizations. The individual organizations play their own roles in relation to each other instead of acting in a role defined in the network. By doing so, the responsibility of organizations became clear. Implications and future development are discussed.
