污水下水道最適採購模式之研究

The Research on the Optimal Procurement Model of Sewage System

摘要


污水下水道為現代化之基本公共建設,其功能不僅可以改善生活環境衛生,亦可防止河川水域之污染,同時也是回收水資源之重要設施,先進國家均視為環境品質之重要指標。但我國污水下水道建設甚為落後,乃由於政府歷年投資建設偏低,每年建設費不及GNP之0.1%,以致普及率截至94年底僅及14%,甚至在各國之普及率排行榜上落居第四十六名,突顯我國污水下水道建設落後其他國家之事實。 鑑此,政府近年來遂積極推動污水下水道建設,以提昇國民總體生活品質與國家競爭力。惟其建設所需之工程經費極為龐大且工期相當冗長等問題,導致相關執行單位窒礙難行。營建署鑑於過去採傳統發包所遭遇諸多缺失與效率不彰等問題,因此於污水下水道第三期建設計畫中,配合「促進民間參與公共建設法」的實施,採用BOT採購模式辦理,期藉由民間之資金及經營效率,提昇污水下水道之工程品質與營運績效,並加速國內下水道之建設。然而國內近年以BOT模式建設之公共工程,無論在人力、經驗、技術、法規等等,仍處於學習階段,且對於工程發包、簽約、議約、履約、甄選廠商、融資等作業流程亦存在許多問題,以致於污水下水道推動初期遭遇諸多質疑與挑戰,也因此更加深推展的困難性。 故本研究將藉由探討污水下水道最適採購模式之問題,彙整並探討污水下水道過去『傳統發包』與現行『BOT模式』執行時所遭遇之困難點,並經由專家訪談研擬出可行方案,進而由各方案之優缺點分析及生命週期各階段之風險承擔角色,提出本研究之建議方案—「改良型統包模式」與「有償BTO模式」,爾後再以Delphi-SWOT 分析法更深入探討其建議方案之內部所擁有的優勢與劣勢、外部環境所面臨的機會與威脅,以瞭解其營運目標和因應策略,且為降低主觀的偏誤,最後再經由『台南柳營污水處理廠新建統包工程』之實例分析,驗證本研究最適採購模式之可行性,並期本研究成果將有助於未來相關單位辦理之依據。

Sewage system is a basic modern public construction. It’s function not only can improve living environment and hygiene, but also can protect river from pollution. At the meanwhile, it is an important facility for water recycling. Modern countries all make sewage system as an important target for environment quality. Nevertheless, sewage system in Taiwan is still far behind. Due to the government invest too less on sewage system. Each year construction expenses not more than 0.1% of GDP. That makes the popularity of sewage system only reach 14%. Ranking of Taiwan is about 46th in the world, showed the fact of our sewage system is far away behind the world. According to that, these years the government pushes sewage system hard in order to improve citizens’ living quality and national competitiveness. However, the problem of huge construction funds and long-term construct schedule, lead relative bureaus hard to make it. Construction and Planning Agency, Ministry of the Interior bases on past which takes traditional contract suffered plenty of mistakes and low efficiency. Thus, in 3rd term sewage system construction plan cooperate with Law for Promotion of Private Particpation in Infrastructure Projects, uses BOT purchasing model being processed. By the public funds and business efficiency to improves construction quality and operate efficiency, to accelerate sewage system construction. None the less these years the public construction which use BOT model, no matter labors, experiences, techniques, rules and so on. Those are still remain at learning stage, besides the process of signing negotiation acquittal selection of project still exist lots of problem. That’s why sewage system suffering so much challenges, therefore build sewage system becomes harder and harder. Thus, the study is about to by discussing the problem of the most suitable purchasing model on sewage system to put problems in order. Then discuss the problem of traditional contract and BOT model the problem that sewage system has been suffered. By interviewing experts to make up feasible cases. Through each advantages and disadvantages of feasible cases to analyze and the risky role of each stages of life cycle. Bring the most feasible case “ turnkey amelioration model” and “ payment BTO model” than use Delphi –SWOT analysis to discuss further about feasible interior advantages and disadvantages and the threaten and opportunity of exterior environment which are facing to understand operation goal and accommodative theory. At the same time to cut down subjectively errors. Finally by analyze “ Sewage System Turnkey Construction in Liouying Tainan” to figure out the most feasible purchasing model and expect for relative bureau can be referable.
