風力發電機電壓閃爍問題探討與改善對策

摘要


電力公司不斷致力於高品質的供電,但變動的負載就很容易產生電壓閃爍而影響電力品質,如再加上風力發電系統等不穩定的供電來源電壓閃爍問題將會更為複雜,而風力發電機連接衰弱的電網也會擴大電壓閃爍程度。本論文以IEC規範評估,在Matlab/Simulink環境下,模擬按照IEC-868建立IEC電壓閃爍測量儀器,運用鼠籠式感應風力發電機(Squirrel Cage Induction Generator, SCIG)與雙饋式感應風力發電機(Double Fed Induction Generator, DFIG)模型進行研究,研究內容主要分為兩部分。 第一部分:以一簡化風力發電系統作為理論的探討與驗證,研究內容針對風力發電機連續運轉下電壓閃爍主要來源:風的擾動、風剪切與塔影效應,與來自電力網路的影響: 比、短路容量,風力發電電系統中電壓閃爍各種因子,並進一步探討分析SCIG與DFIG優缺點、以靜態同步虛功補償器(STATCOM)改善SCIG與DFIG運用於不穩定負載電力系統。 第二部分:以廠商依照IEC 61400-21所得之閃爍係數與階梯係數測試資料,評估台電第二期麥寮風力發電系統連續運轉與切換運轉下之電壓閃爍,與透過Matlab/Simulink建立台電第二期麥寮風力發電系統進行模擬與評估,並比較探討DFIG虛功控制與電壓控制在台電系統上的運用。

Utilities Electric Company devoted to the high-quality power supply constantly. But the flicker is very prone to occur by the change of the load easily and to affect the power quality. The problem will be more complicated such as adding such unstable power supply sources as the wind turbines, and the flicker will be serious when connecting to the weak grid. This thesis is assessed with IEC Standard, and analyzing tool by Matlab/Simulink. The IEC flicker-meter model developed according to Standard IEC Publication 868, and wind turbine using Squirrel Cage Induction Generator (SCIG) and Double Fed Induction Generator (DFIG) models to simulate. The content is divided into two parts mainly. First part: Use a simply wind power system as the discussion and verification of the theory. Study the numerous of factors by flicker emission produced during continuous operation, such as the flicker major source by wind turbine (e.g. wind speed variations, the wind shear and the tower shadow) and grid conditions effect (e.g. short circuit capacity, grid impedance angle).And analyses further that compares SCIG and DFIG, use STATCOM improve SCIG and DFIG is applied to the power system with unstable change load. Second part: Apply the flicker coefficient and step factor by according to IEC 61400-21 measurement data offers the manufacturer to assess the wind farm flicker emission produced during continuous operation and switching operations at Mailiao of second issue of TPC’s wind power plan. And through the Matlab/Simulink the establishmenuse of the wind farm at Mailiao of second issue of TPC’s wind power plan for simulation and compare DFIG reactive power control and voltage control application of the system.
