碼頭設施維護管理系統之建構研究

摘要


隨著國內重大公共建設陸續完成,以及於70年代大量興建的十大建設,十二項建設等公共工程進入「中年期」,而由於港灣設施亦為當時重大公共建設之ㄧ環,國內五大國際商港面對近期政府開放「大三通」政策所帶來之衝擊,其維護管理問題必將成為國內海運再度重回世界舞台的首要挑戰。歐、美、日等先進國家於90年代後期即已發覺養護維修工程的重要性,因而陸續投入大量的人力、物力進行相關的政策與技術研究。 由於近期內政府與中國大陸開放大三通為國內海運業再度注入生命力,然硬體設施卻明顯不足以因應即將面臨之龐大使用量;有鑑於此,本研究將結合資訊科技之研發技術,建構一碼頭設施維護管理系統,使各階段、類型之碼頭檢測能確實達成,並且有效率地達成改善碼頭設施,進而達成長遠的國家整體經濟發展目標。本研究參考國內外近年之碼頭維護管理相關文獻,並擬定針對我國各種碼頭型式之各部位構件進行分項探討,進而研析其可能產生之老劣化現象,以Microsoft Access 2003為資料庫建構工具,建構一套可即時儲存紀錄構件劣化位置與程度之維護管理系統,以作為碼頭設施之改善、補強之策略參考。

Attendant on major infrastructure projects progressive completion and a large number of major construction projects have been built in 70's, the 12 public constructions enter into the "middle period" that include one of major infrastructure projects, harbor facilities. Recently, Taiwan and mainland China promulgated "the three direct links", The maintenance and management promotion of 5 main international port will inevitably become the critical challenge of backing to reach the global standard. In view of knowing the importance of maintenance engineering, European, U.S.A. and Japan threw in the massive human resource and material to research related technology and policy in the late stage of 90's. Taiwan and mainland China promulgated "the three direct links" of post, trade and transport services that pours into the vitality for the shipping industry, however, the aging facilities are insufficient to huge amount of use, so that, the study combine the development technology of information science to build a pier facilities maintenance management system that expect to achieve the various process and types inspection practically, then arrive the long-term national whole economic development goal by improve the port facilities effectively. This study reference recent years domestic and foreign related literatures, and gradual analysis the deteriorated phenomenon of each component in different kind of harbor facilities, use Microsoft Access 2003 as database tool to develop a pier facilities maintenance management system that could record facility deterioration degree and position immediately so that administrator can layout maintenance plan and countermeasure from these saved information.
