污水下水道用戶排水設備配套措施之研究

摘要


由於污水下水道用戶排水設備之工程建設及營運管理等問題,互相影響且環環相扣,目前辦理用戶排水設備工程建設及營運管理等主體為各縣市政府,故本研究以各縣市政府之立場,分別由工程建設及營運管理等方面,討論用戶排水設備工程建設及營運管理等遭遇問題及其相關配套措施。 本研究歸納用戶排水設備工程建設及營運管理等遭遇問題有『用戶排水設備施工模式』、『不接管戶』、『化糞池』、『超量進流』、『公私分界點』、『建築管制』、『施工障礙』、『資訊管理』、『使用費徵收』、『營運管理經費』等十項,分別提出建議方案並得到以下結論: 1、決定用戶排水設備施工模式為用戶排水設備工程建設之第一步,應以硬體設施完成後之營運管理為最重要考量因素,勿因一時施工之方便而自陷長期困擾、麻煩。 2、為有效運用政府經費及管線維護,故寧可不辦理用戶排水設備之工程建設,也不要採用穿牆鑿洞之用戶排水設備施工模式或採側溝截流之用戶排水設備施工模式。 3、無論是否辦理用戶排水設備工程之建設,皆應設置污水截流站,且最少需有攔污及除砂功能。 4、採用橘紅色管材施工可避免雨、污水『錯接』及『混接』,以防污水超量進流。 5、公權力必須『適當』介入,對住戶配合自行拆除違建者與不配合者予以若干差別待遇,以鼓勵民眾配合辦理用戶接管。 6、儘早建立機關組織執行污水下水道建設及營運管理等適用之標準作業程序,以因應行政管理之需求。 7、需建立污水下水道資訊管理系統,以利長期辦理維護及營運管理工作之便利。 8、完整的污水下水道資訊管理系統,包括硬體設備、系統軟體、污水下水道資料及1/1000地形圖。 9、必須儘早徵收污水下水道使用費,否則必然嚴重影響縣市政府財政。

Due to the engineering construction and operating management problems in user’s drainage facility of sewage system, county governments shall be in charge of the construction of user’s drainage facility by themselves at present. Therefore, this study is focused on the encountered problems and related measures of user’s drainage facility in construction and operating management aspects from a standpoint of each county government. The problems from the user’s drainage facility installation could be generalized in ten different types which are model of the user’s drainage facility installation, householders with no interests in pipe connection, septic tank, exceeding inflow, demarcation point between public and private works, building control, construction obstacle, information management, user fee and operating management fee. Hence, the recommendable solutions to the problems will be proposed in this study so that the conclusion shown below could be obtained. 1.The first step is to decide model of the user’s drainage facility installation, and the operating management after hardware finished should be the most essential factor. 2.It would abandon the user’s drainage facility installation rather than connect pipes from piercing hole in the wall or choosing small region interception system. 3.No matter the user’s drainage facility installation will be held or not, the intercept station with functions of screening and grit removal should be set up. 4.The user’s drainage facility installation ought to use pipes in orange color to prevent misconnection and mixed connection errors from the rainwater as well as sewage and avoid exceeding inflow. 5.Authority should intervene properly in the user’s drainage facility installation and shows the discrimination between cooperative and uncooperative persons in order to encourage people to apply the household sewage pipe connection work. 6.A suitable standard operating procedure of construction and operating management of sewage system should be established at an early date to meet the needs of administrative management. 7.It shall establish a sewer management information system to promote the quality of the user’s drainage facility installation in operation and management aspects. 8.A completed sewer management information system consists of hardware facilities, software, sewage system information, and topographic chart with a scale of 1/1000. 9.The user fee must be imposed at an early date, or it will seriously affect the finance of county government.
