近年來稀有資源相關議題崛起,其廣泛應用於新興科技與綠能相關產業,更為我國電機、機械及電子等臺灣重點發展產業重要原物料,其更有「21世紀工業維生素」的美譽。電機及光電產業為臺灣重點發展產業,其需材料銦(In)、釹(Nd)稀有資源作為關鍵材料。加上近年來,中國大陸稀有資源限制出口數量相關政策造成稀有資源價格波動甚大,影響光電及電機產業經營的負擔。若能調查光電及電機產業所需關鍵原料銦(In)及釹(Nd)物質流佈,將助於政府制定儲備制度及資源化業者進行判定稀有資源進行回收處理及資源化之順序及優劣。 本研究採用文獻蒐集法及物質流分析觀點,透過行政院環保署「事業廢棄物管制系統」、財政部關稅總局查詢系統及經濟部工業局結果為依據,針對臺灣光電及電機產業之稀有資源銦(In)及釹(Nd)進行物質流佈調查推估。本研究透過物質流得知,稀有資源銦(In)台灣經濟體內之稀有資源銦年總營業量為26.40 萬kg/y,境外輸出量為12.90 萬kg/y及國內再利用量為10.64 萬kg/y,若能將廢棄物全部回收將可創造高達477,470仟元(銦)產值;稀有資原釹(Nd)每年可從廢棄料中回收約109.8公噸的金屬釹;以每公斤8,000元做為基礎進行可回收效益推估,每年將廢棄釹鐵硼磁鐵進行回收約可獲得8.78億元的效益。
Recently, issues related to rare earth are discussed more frequently, which are mostly applied on industries such as innovative and green technology. They are also critical raw materials for prioritized development of electrics, machinery and electronics industries in Taiwan, and also have a reputation as “Industrial Vitamin in 21st Century”. Electrical and optical industries are critical and key industries in Taiwan and the materials such as Indium (In) and Neodymium (Nd) are significant for these industries. Their operation cost is extremely sensitive to price fluctuation of rare earth due to China government set up quota for exporting of rare earth. Taiwan is an island state which heavily relies on foreign mineral resources, if the material flow and resourcezation value of wasted materials such as Indium (In) and Neodymium (Nd) for electrical and optical industries could be deeply investigated, which would have benefits for governments to plan storage system and also for resourcezation industry to determine the priority of recycling rare earth. The perspectives of this study are from literatures analysis and material flow analysis, through results from “Control system of industrial wastes” of Environmental Protection Administration, Executive Yuan, inquiry system of Directorate General of Customs, Ministry of Finance and Industrial Development Bureau, Ministry of Economic Affairs, the material flow of rare earth for electrical and optical industries in Taiwan such as (In) and (Nd) had been investigated and assessed in this study. According to the material flow, it is learnt that the total quantity of rare earth (In) in Taiwan is 26.40 million kg per year, and the exporting quantity is 12.90 million kg per year, as for the total quantity for reusing is 10.64 million per year, and if the overall wastes could be resourced, the production value of (In) can be achieved to 47.74 million dollars; there are almost 109.8 tons of metal (Nd) can be recovered from industrial wastes of rare earth (Nd). It is presumed that the value is NTD$ 8,000 per kilogram for recycle benefits assessment, and the recycle of wasted (NdFeB) magnets could create benefits around 878 million per year.
