大規模地震災害之廣域救援資源需求評估研究─以大臺北地區為例

摘要


大臺北地區包括臺北市及新北市,為臺灣首要之政治、經濟、文化中心,總人口數近六百六十萬,總面積達2,324平方公里,一旦在附近發生大規模地震,必然引致極大的人員傷亡和經濟損失,造成全國性、全方位的嚴重衝擊。因此,震後的搜索救援、避難收容、民生物資、醫療救護等工作,在事先都必須有妥善的規劃以備不時之需,而事前的規劃,必須倚賴合理的境況模擬結果,藉以提供可靠的參考數據,方能擬訂有效的整備和應變計畫。   本研究引用大臺北地區發生大規模地震可能面臨之問題及整備作為評估研究案之災害境況,以北部地區山腳斷層破裂引致大規模地震作為主要的情境設定,模擬震後之受損情形;並依災情及震後受損情形,評估現有救災整備所需要的人力、機具、運輸、避難收容、民生物資、醫療救護等,其中以101年國家防災日地震災害狀況推演中的調度支援架構,作為本研究評估現有資源需求是否充足之依據。期望本研究推估之地震災損與整備需求成果,可提供為中央及地方政府整備應變的施政參考。

Taipei area including Taipei city and New Taipei city where is the capital political, economic, and cultural center in Taiwan, living with nearly 66 millions of people within 2,324 km area. In case, if the Earthquake happens in Taipei area, it will extremely cause seriously casualties and economic loss throughout the country. Therefore, the mitigation of disaster needs preliminary planning, such as rescuing search, shelters, medical rescue, etc. In advance of planning, the situation must rely on reasonable simulation results by providing reliable reference data to elaborate effective preparedness and response plans.    The study case quotes from facing massive earthquake occurred in Taipei area and prepared assessment of the situation as a case of disaster. To take the breaking Shanchiao Fault from northern of Taiwan where is caused by the massive earthquake as an example. The research simulates the situation of preparedness after earthquake and evaluates existing disaster preparedness needed for instance manpower, equipment, transport, shelters, daily necessities, medical rescue, etc. Besides, on National Disaster Prevention Day in 2012 the earthquake disaster simulated situation of dispatching support structure becomes assess the adequacy of the existing resource requirements as the basis. To anticipate that the research result of Earthquake Damage estimated and preparedness requirements can provide government for the preparedness and response of the policy references.
