隨著都市商業環境的改變,新舊商圈間會不斷競爭消長。都市內的傳統商圈以過去歷史脈絡與交通匯集等因素自然發展形成,在區位條件、交通環境與地區文化皆有所差異,而在商圈環境無整體規劃、實質環境品質低落與資源缺乏有效串聯的影響下,往往造成傳統型商圈無法與新型商圈競爭對抗,逐漸沒落與衰退。 經濟部商業司推動商圈再造計畫至今已十餘年,目前在再造過程中,無論是實質環境的改善、商圈組織的經營管理、政策施行方向與地方居民協調層面,都面臨問題待改善,實有檢討之必要。本研究範疇以台北市天母商圈為例,運用田野調查與深入訪談方式從公部門、輔導團隊、地方代表與商圈組織等面向探討商圈再造遭遇之問題,提供未來相關單位之參考。 研究的重要發現有:(1)應建立因地制宜的再造模式,以整體性思維進行商圈環境之規劃,運用因地制宜的互動與設計融入地方環境;(2)地方居民與商圈店家共存共榮的共識凝聚,增加對於環境的認同感;(3) 商圈組織自主完善的運作機制建立,學習獨立經營,以及永續規劃的概念。對公部門之建議:提供多元的金融優惠與商店街的基金補助機制,並建立統一整合的組織單位進行決策。 對輔導團隊之建議:加強與地方住民與店家的溝通協調,以地方自明性的策略導向,發展適合商圈的再造模式。對商圈組織之建議:整合擬定商圈發展方向,學習共存共榮的營造模式,帶動地區產業與商業的發展,以地區整體效益作考量,創造整體商業環境的提升與成長。
With the business environment in the city has changed, between the traditional and the new business area will continue to rise and fall of the competition. The traditional district in the city was development naturally in the site conditions, traffic environment and different cultural. Under the influence of environment of business area without an overall plan, decline in the quality of the physical environment and the lack of resources, the traditional business area can not contend with the new one, it will decline and recession gradually. The Reconstruction of Business Area has been promoting more than ten years, the process of reconstruction in recent, whether in the improvement of physical environment, the operation and management of district organization, policies, and the communication with local residents, are facing the issues and problems. As a result, it is necessary to review these issues and problems. This research takes the examples of Tianmu Business Area. Using field study, in-depth interview, analyzing the questions from three fields—government, counseling team, local representatives and district organizations. Important discoveries in this research are as follows, 1. Should be established the model of reconstruction suit the measure to local conditions and plan comprehensively. According to the characteristics of different areas, design different interaction for the local environment. 2. Local residents and the district stores gather consensus to exist and flourish together, increasing the sense of identity with the environment. 3. The establishment of the operating mechanism of the district organizations, learning independent operation, as well as the concept of sustainable planning. Suggestions: To governments: To provide a wide range of financial benefits, business area of the fund mechanisms and the establishment of decision-making organizations. To counseling team: Enhance the communication with local residents and stores, with the direction of identity, developing appropriate a mode of the reconstruction of business area. To district organizations: Draft the direction and development of business area, learning how to exist and flourish together, promoting regional industrial and commercial development, create the overall business environment improvement and growth.
